Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />that the City Council adopt the Resolution which confirms the recommendation of the Personnel <br />Committee to remove Kyle Hemmerich from probation and retain him as a full-time regular <br />Patrol Officer <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />Case #2: Consider a Resolution to Accept a Planning Commission Resignation and <br />Appoint a New Planning Commissioner <br />Human Resources Representative Lasher reviewed the staff report and interview scores. <br />The Personnel Committee supported the suggestion of Councilmember McGlone to make the <br />appointment based on the high interview score. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />that the City Council adopt the Resolution which confirms the recommendation of the Personnel <br />Committee to accept Andrew Dunnaway's resignation and appoint Jessica Perez to the Planning <br />Commission for a partial term ending on March 31, 2013. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />Case #3: Consider a Resolution to Accept the Resignation of the Public Works <br />Director, Appoint the Fire Chief and the City Engineer to 3-Month Interim <br />Assignments, and to Authorize a Recruitment <br />City Administrator Ulrich reviewed the staff report and requested input on interim assignments <br />and long-term solution. It was noted Fire Chief Kapler was not interested in permanently <br />assuming the Public Works Director position. He stated the Council could also leave the <br />position open with interim personnel reporting directly to him until the Council decides on a <br />long-term solution. <br />Councilmember Strommen asked if the recommendation for filling the Public Works Director <br />position, long term, includes the permanent split of Engineering and Public Works Departments. <br />City Administrator Ulrich stated he would recommend a permanent split of the two Departments, <br />noting there would be efficiencies filling internally with a current supervisor. <br />Councilmember Strommen stated this is the Personnel Committee's first discussion of this issue. <br />She indicated she has over arching concerns with staffing and stability of the organization <br />because following the resignation of the Economic Development/Marketing Manager and <br />Deputy City Administrator/Community Development Director, a plan was supposed to be <br />presented on how those duties would be handled.
