supports internal recruitment but has strong reservations about the stability of staff infrastructure <br />and wants to be sure the City is staffed sufficiently, efficiently, and effectively. <br />Councilmember McGlone stated he initially had some concerns with how Fire Chief Kapler <br />could fulfill the duties of the Public Works Director in addition to providing fire services for <br />other communities and serving on the Fire Board. But, upon further contemplation, he supports <br />City Administrator Ulrich's recommendation. He noted Fire Chief Kapler has previously taken <br />on the Public Works Director job and consideration is for a period of only three months. <br />Councilmember McGlone stated he supports breaking off the Engineering Department because it <br />allows the City's pool of employees more opportunity within the organization. He noted that <br />appointing Fire Chief Kapler as interim Public Works Director would also not "muddy the <br />water" for the internal pool making application for the Public Works Director position. <br />Chairperson Tossey stated he also has concerns with appointing Fire Chief Kapler, thinking he is <br />being spread "too thin" since he also has ongoing fire service meetings, is Fire Chief of the St. <br />Francis Fire Department, and working diligently on the joint fire services discussion. <br />Councilmember McGlone stated he has no issue with internal recruitment since some on staff <br />have already been doing some of the jobs, offering a measure of efficiency, and it would retain <br />the talent the City already has. <br />Chairperson Tossey stated he supports internal recruitment. <br />Councilmember Strommen stated she also supports internal recruitment. She noted if the two <br />Departments are separated, there would be two staff members reporting to City Administrator <br />Ulrich. <br />City Administrator Ulrich agreed that would be the case. <br />Chairperson Tossey stated he supports the recommendation of City Administrator Ulrich, noting <br />that additional assistance will be needed at the beginning. <br />Councilmember McGlone stated this would be an interim appointment and during that time the <br />permanent solution will be determined. <br />Chairperson Tossey asked how long the process will take to interview internal candidates. <br />Human Resources Representative Lasher clarified that a decision made for internal recruitment <br />would not limit the Personnel Committee from moving on to external recruitment, if needed. <br />She advised that if recommended tonight, it would be considered by the Council in two weeks, <br />posted for five business days, applicants interviewed by the Personnel Committee, and <br />recommendation then considered by the Council. <br />Chairperson Tossey restated his concern that Fire Chief Kapler is stretching himself "too thin" <br />and asked if it will impact the momentum of the Fire Department or if Fire Chief Kapler will <br />need to step down from St. Francis. <br />Personnel Committee / May 8, 2012 <br />Page 3 of 5 <br />
