Fire Chief Kapler noted the community comments on shared fire service will not be received <br />until June 1 and this would be only a three-month assignment so he thinks it is workable. <br />Councilmember Strommen stated she has no issues with Fire Chief Kapler assuming the position <br />on an interim basis, noting he has done it before so there is not a learning curve. She noted that <br />many on staff are "stretched thin" and asked if staff taking on extra job duties are compensated <br />additionally. <br />City Administrator Ulrich advised it has recently been the practice to not increase compensation <br />but he would like to bring back a program for recognizing interim and permanent appointments <br />that result in additional duties. <br />Councilmember Strommen stated she supports compensating staff members who take on <br />additional duties in this type of situation, even if on an interim basis. She stated she is not <br />opposed to splitting the Engineering and Public Works Departments but would like to hear the <br />advantages or downsides of that scenario. <br />City Administrator Ulrich described the types of projects and functions undertaken by the <br />Engineering Department, noting it is largely the planning function and support function of <br />activity that takes place out in the field. <br />Chairperson Tossey stated he appreciated Councilmember Strommen's comment that staff is <br />"stretched thin" by the City but noted Fire Chief Kapler is also being "stretched thin" by other <br />communities. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />that the City Council accept the resignation of Brian Olson as the Public Works Director; to <br />appoint Fire Chief Kapler for up to a 3-month interim Public Works Director assignment; to <br />appoint City Engineer Himmer to head the separated Engineering Division for up to a 3-month <br />interim period; and, to direct staff to proceed with an internal recruitment process to meet the <br />needs of the Public Works Director position. <br />Mayor Ramsey noted this motion would change to whom the City Engineer reports; it would <br />now be City Administrator Ulrich. <br />Motion carried.
