4.01: Consider Resolution #12-06-XXX to Authorize a Paid -on -call Firefighter <br />Recruitment and Streamline Future Recruitments <br />Fire Chief Kapler presented the request and described the need to recruit paid -on -call <br />firefighters. <br />City Administrator Ulrich described the recommended process to fill vacancies as they occur <br />during the year to streamline the process instead of bringing every vacancy before the Council. <br />Councilmember McGlone asked if firefighters are being added or vacancies backfilled. <br />Fire Chief Kapler stated in the case of the two Ramsey Fire Stations, it is due to attrition. <br />Councilmember McGlone asked who would bear the cost. <br />Fire Chief Kapler advised that Nowthen bears all cost unless responding in the Ramsey area and <br />then the JPA shared cost arrangement comes into play. <br />Councilmember McGlone asked about training and equipment costs that would be added and if it <br />had been budgeted. <br />Fire Chief Kapler advised the budget is for a complement of 20 firefighters. He explained they <br />want to find the right people and it could be a maximum of 7 firefighters. <br />Chairperson Tossey asked if firefighters were needed to cover certain times of the day. <br />Fire Chief Kapler indicated daytime coverage is usually the target but since daytime coverage is <br />already strong for the Ramsey Fire Station, he would consider one for daytime and one for <br />evening coverage. He advised that in Nowthen, the focus will be for daytime coverage. <br />Motion by Councilmember Strommen, seconded by Councilmember McGlone, to recommend <br />that the City Council adopt a Resolution to authorize staff to begin a firefighter recruitment and <br />to streamline future recruitments by omitting the Authorization to Recruit step of the process. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers Strommen and McGlone. <br />Voting No: None. <br />4.02: Consider a Resolution to Eliminate the Fire Department Secretary Position <br />Human Resources Representative Lasher reviewed the staff report. She advised that Lana <br />Howell had not accepted the voluntary early separation program by May 31, 2012; however, was <br />now asking if the Council would make an exception and allow her that opportunity. <br />City Administrator Ulrich explained the City pays 100% of unemployment expense, which can <br />be extended beyond six months, so it may be a lower cost to honor Ms. Howell's request for the <br />voluntary early separation program. <br />Personnel Committee / June 26, 2012 <br />Page 2 of 4 <br />
