Councilmember Strommen stated concurrence with staff's recommendation since this is the only <br />position being considered for layoff and it took the Council several months to reach this <br />determination. <br />Chairperson Tossey stated he tends to agree but not if other employees would be able to make <br />the same request. <br />Councilmember McGlone stated his only concern is if a precedent is being established or an <br />approved policy violated. <br />City Administrator Ulrich advised it may be the best from a policy perspective to open the <br />voluntary early separation program a limited period of time, such as three days, to allow any <br />other staff member who may want to apply. <br />Mayor Ramsey stated he would be comfortable with that option and adding it for consideration <br />at tonight's City Council meeting. <br />Human Resources Representative Lasher advised that when this type of program is offered, it <br />has to be offered to a group based on criteria and not designed to identify one individual. She <br />supported the suggestion to open the voluntary early separation program for a short period of <br />time. <br />The Personnel Committee discussed available options and indicated support to recommend a <br />voluntary early separation program offering the same terms with new signup and expiration <br />dates. <br />Councilmember McGlone asked how staff will assure notification to all employees. <br />Human Resources Representative Lasher stated she can handle notification, advising one <br />employee that would be included in the group is on medical leave and will be contacted <br />separately. <br />Councilmember Strommen supported first making a recommendation on the voluntary early <br />separation program and postponing recommendation on elimination of the Fire Department <br />Secretary position. <br />Motion by Chairperson Tossey, seconded by Councilmember McGlone, to recommend that the <br />City Council adopt a Resolution to Offer a Voluntary Early Separation Program. <br />Motion carried.
