4.01: Consider Resolution to Authorize Staff Position / Wage Modifications Due to <br />Organizational Changes <br />City Administrator Ulrich reviewed the staff report and recommendation as follows: <br />• Change the Senior Planner position occupied by Tim Gladhill to Development Services <br />Manager, effective July 1, 2012, at Step 2 of the wage scale. <br />• Change the Human Resources Representative position occupied by Colleen Lasher to Human <br />Resources Manager, effective July 1, 2012, at Step 1 of the wage scale. <br />• Change the Senior Accountant position occupied by Denelle McAlpine to Assistant Finance <br />Director, effective July 1, 2012, at Step 1 of the wage scale. <br />• Change the Lieutenant position occupied by Jeff Katers to Captain, effective July 1, 2012, at <br />Step 5 of the wage scale. <br />• Change the Associate Planner/Environmental Coordinator's pay scale to that of Associate <br />Planner at Step 6 of the wage scale. This position is occupied by Chris Anderson. <br />Councilmember McGlone stated he likes the additional information provided showing the full <br />time equivalent (FTE) reductions over the past three years equaling a $1.767 million reduction in <br />salary and benefit costs. He stated it represents a very good management of personnel assets to <br />save that amount of money while still getting the job done with remaining assets. <br />Councilmember McGlone stated he has no issue with adding back $22,000 and thinks it will also <br />speak to staff retention. <br />Motion by Councilmember McGlone, seconded by Councilmember Strommen, to recommend <br />that the City Council adopt a Resolution Authorizing Staff Position/Wage Modifications Due to <br />Organizational Changes. <br />Further discussion: Chairperson Tossey stated he does not support the motion because he had <br />not been told that a promotion to Captain was part of the consideration. It had been his <br />impression after the last Personnel Committee meeting that the recommendation would only <br />relate to an increase in wages. Police Chief Way explained this issue came up several weeks ago <br />and explained that Jeff Katers is already doing the duties and he was also looking at a future <br />succession plan since having two competent Captains would be a benefit to the City. Police <br />Chief Way indicated wages need to be considered because there is currently no space in the <br />Lieutenant position since it was squeezed between the Captain's starting wage and Sergeant's <br />salary. Chairperson Tossey asked how a succession plan would be considered and stated he had <br />envisioned that the Council at that time would select the next Police Chief. Police Chief Way <br />noted the City has a history to first look internally and if the Council at that time thinks they are <br />good candidates that can be considered. Or, if that Council thinks there are issues in the Police <br />Department that need to be addressed, it can consider an outside candidate to bring a new vision. <br />City Administrator Ulrich advised that staff's recommendation can be accomplished by <br />increasing the pay range without a title change to Captain. Human Resources Representative <br />Lasher reviewed the Captain's wage scale and explained that if staff's recommendation is <br />approved, the stipend would go away. She stated staff will look at the current salary, steps, and <br />what makes sense in the pay scale to give a little bump, but not too much. In this case, she <br />recommended Step 5 with the stipend being discontinued. Councilmember Strommen asked <br />Chairperson Tossey if he had an issue with the action other than not knowing it would be part of <br />Personnel Committee / July 10, 2012 <br />Page 2 of 5 <br />
