Chairperson Tossey stated he is trying to get an understanding of the <br />succession plan because he thought the Council did not support having two Captains for a force <br />of 22 officers. He stated he would like additional information to gain a better understanding. <br />Human Resources Representative Lasher reviewed the current salary ranges for Sergeant and <br />Lieutenant. City Administrator Ulrich stated the primary motive of this recommendation is to <br />create salary separation and the Personnel Committee can consider leaving the title and going <br />with only the wage increase to create differential. Chairperson Tossey stated he believes a pay <br />bump is justified considering what the top Sergeant and Captain earn but he did not know it was <br />an actual promotion to Captain. Councilmember McGlone stated he had overlooked the change <br />in position to that of Captain and assumed that meant "pay scale." He stated he does not have a <br />problem with increasing salary if the employee is assuming more duties but does not support <br />having two Captains just to have two internal candidates for a future succession. <br />Councilmember Strommen noted Police Chief Way has stated that part of the consideration is <br />job duties and it is important that employees are paid and titled according to what they are doing. <br />Police Chief Way stated Officer Katers is doing Captain's duties but can do the same duties as <br />Lieutenant. He agreed that both wages and titles are important and the Council needs to look at <br />the pay scales. Chairperson Tossey noted Ramsey has a population of 25,000 and 22 officers. <br />He asked if this ratio is in line with other communities. Human Resources Representative Lasher <br />stated she is unable to comment on that question at this time. Councilmember Strommen stated <br />she wanted to assure the Personnel Committee was addressing the real issue and if Officer Katers <br />is doing those duties then he should be paid for it and have the title. Councilmember McGlone <br />stated the issue for him is more about the duties than developing a better internal candidate crop <br />for succession. The question is whether Ramsey needs two Captains in a department of this size. <br />Police Chief Way indicated it comes down to duties and assignments given and Officer Katers is <br />performing these duties as Lieutenant. He explained that if approved, Officer Katers would be <br />third in line after the Police Chief and Captain. Councilmember McGlone restated his <br />willingness to amend the motion to remove the promotion. Chairperson Tossey stated he does <br />not doubt that Officer Katers is performing the duties and the recommendation for Step 5 would <br />be a median position between Sergeant and Captain. He stated he wanted to be sure the <br />recommendation for promotion was not solely for the issue of succession. Chairperson Tossey <br />stated he is willing to support the motion after being provided with the additional information <br />and discussion. <br />Motion carried. Voting Yes: Chairperson Tossey, Councilmembers McGlone and Strommen. <br />Voting No: None. <br />4.02: Review of Recent Employee Exit Interviews <br />Chairperson Tossey noted members had reviewed four exit interviews and he found the <br />employees left employment with Ramsey for very different reasons. <br />Councilmember McGlone asked what is intended to be accomplished by review of exit <br />interviews. <br />Councilmember Strommen stated the City has had a high number of employees voluntarily leave <br />in a short period of time so she wanted to understand if there was a trend and the reasons.
