Human Resources Manager Lasher reviewed the staff report and options for the City <br />Administrator's annual performance evaluation to include input from key community partners or <br />to not revise the current process and keep the current participants as they are now (City Council, <br />direct reports, and Mr. Ulrich). <br />Councilmember Kuzma stated he is not familiar with a 360-degree performance evaluation but <br />feels if bringing in outside people, they will be dependent upon the City Council for feedback on <br />Mr. Ulrich's performance. Because of that, he is not thrilled about asking for outside help and <br />thinks the City Council can make this decision. <br />Acting Chairperson Strommen stated part of the issue is engagement with the community and <br />relationship between the City Administrator and community. The City Council views that from <br />one perspective; however, a community partner may view it from a different perspective. She <br />stated it would be helpful to have such a different perspective related to community interaction <br />from a key stakeholder. <br />Councilmember Kuzma stated that is a good point he had not considered. <br />Councilmember Riley stated this would provide extra input but not result in an additional person <br />at the table. He asked if staff would call community stakeholders with several questions or if it <br />would involve something additional. <br />Human Resources Manager Lasher stated she had envisioned sending a link to participating <br />stakeholders so each could anonymously connect to "survey monkey." The stakeholder would <br />then indicate the type of rater they are and answer specific questions that are worded the same as <br />being considered by the City Council. Human Resources Manager Lasher stated this option <br />would provide consistent feedback and ask the identical questions so there is no possibility of <br />error in how the question is stated. <br />Acting Chairperson Strommen stated the stakeholder would not see the entire set of questions <br />and only answer several questions pertaining to their area. <br />Human Resources Manager Lasher stated she will attempt to have that occur. <br />Acting Chairperson Strommen asked whether staff is asking for additional input and if there is <br />support for Option 1: Revise the process for the City Administrator's upcoming performance <br />evaluation to include input from key community partners. <br />Human Resources Manager Lasher answered in the affirmative. <br />Acting Chairperson Strommen supported containment around the questions to be asked. She <br />asked whether there was support to include Commission/Board members. <br />Councilmember Kuzma stated support for including Commission members as they would have <br />the most interaction with the City Administrator. <br />Personnel Committee / August 27, 2013 <br />Page 2 of 5 <br />
