Motion by Councilmember Kuzma, seconded by Acting Chairperson Strommen, to recommend <br />that the City Council direct staff to revise the process for the City Administrator's upcoming <br />performance evaluation to include input from key community partners, and three to five <br />Commissioners from formally recognized Commissions/Boards. <br />Further discussion: Councilmember Johns stated she supports a 360-degree assessment but <br />thought it was to be framed towards the business community with a broader scope instead of <br />having it only in-house. She noted the City Administrator may not have much contact with <br />many of the Commissions/Boards. Human Resources Manager Lasher stated she talked with <br />staff about stakeholders and suggested that the Committee consider, for example, the following: <br />Karen George of QCTV; Pete Turok of Anoka Area Chamber of Commerce, Connie Moore of <br />Alexander House, the Coborn's store manager, Deb Thatcher, Ace Solid Waste, and Bill <br />Goodrich. Acting Chairperson Strommen stated an EDA member may capture more business <br />commentary and she likes including QCTV. Acting Chairperson Strommen asked whether the <br />Personnel Committee or City Council want to select the stakeholders or allow staff to make the <br />selection. Councilmember Kuzma stated he is comfortable with Human Resources Manager <br />Lasher selecting three Commission/Board stakeholders. Acting Chairperson Strommen <br />suggested it be increased to five stakeholders. She suggested Human Resources Manager Lasher <br />poll Councilmembers who are not in attendance to obtain their input. <br />Motion carried. Voting Yes: Acting Chairperson Strommen and Councilmember Kuzma. <br />Voting No: None. Absent: Chairperson Tossey and Councilmember Backous. <br />4.02: Resolution to End a Part -Time Building Maintenance Worker's Probation <br />Human Resources Manager Lasher reviewed the staff report and recommendation to remove Jeff <br />Strelow from probation effective August 27, 2013, and retain him as part-time Building <br />Maintenance Worker. Human Resources Manager Lasher indicated this case will appear on the <br />August 27, 2013, regular agenda of the City Council. <br />Motion by Councilmember Kuzma, seconded by Acting Chairperson Strommen, to recommend <br />that the City Council adopt Resolution #13-08-142 to Remove Mr. Jeff Strelow from probation <br />and retain him as a Part -Time Regular Building Maintenance Worker. <br />Motion carried. Voting Yes: Acting Chairperson Strommen and Councilmember Kuzma. <br />Voting No: None. Absent: Chairperson Tossey and Councilmember Backous. <br />4.03: Resolution to Hire a Building Official and to Continue Working with the City of St. <br />Francis <br />Human Resources Manager Lasher reviewed the staff report and recommendation to hire Rick <br />Jarson as the City's new building Official and continue limited shared services with the St. <br />Francis Chief Building Official.
