Councilmember Kuzma asked whether there is savings to use the St. Francis Building Official <br />rather than Inspectron. <br />Development Services Manager Gladhill stated the St. Francis hourly rate is more attractive; <br />however, Inspectron will need to be utilized as the inspection schedule is currently one week out. <br />Councilmember Riley asked whether this is a permanent position. <br />Human Resources Manager Lasher answered in the affirmative and explained that upon <br />retirement of the past Building Official, the City Council at that time determined to contract out <br />that service. <br />Motion by Councilmember Kuzma, seconded by Acting Chairperson Strommen, to recommend <br />that the City Council adopt Resolution #13-08-145, to hire Mr. Rick Jarson as the City's new <br />Building Official, effective on September 16, 2013, at $31.23 per hour (Step 1 of the 2013 Wage <br />Scale) with a credit of 10 vacation days and to continue limited services with the St. Francis <br />Building official, as needed, but not to exceed an average of ten to twelve hours per week. <br />Motion carried. Voting Yes: Acting Chairperson Strommen and Councilmember Kuzma. <br />Voting No: None. Absent: Chairperson Tossey and Councilmember Backous. <br />4.04: Resolution to Recruit for an Engineering Technician III <br />Human Resources Manager Lasher reviewed the staff report and options to authorize staff to <br />begin a recruitment for an Engineering Technician III based on available funding; to direct staff <br />to contract out this function; or, to direct staff to act in another manner based on discussion. <br />Human Resources Manager Lasher stated staff recommends hiring an Engineering Technician III <br />to allow the City to better meet its engineering needs and better utilize current staffing time and <br />talents. She stated this is anticipated for a January 1 hire, there is funding available, and staff <br />would like the latitude to negotiate the salary, depending on the candidate pool, based on the full <br />2014 wage scale, subject to funding available within the division. Human Resources Manager <br />Lasher indicated this case will appear on the August 27, 2013, regular agenda of the City <br />Council. <br />Finance Director Lund stated the 2013 General Fund savings is distributed according to policy <br />but the Enterprise Fund savings would remain in that fund. <br />City Administrator Ulrich stated this position also recovers revenue from outside sources (private <br />development/contracts) at 2.3% of the salary to cover overhead so there is good cost recovery for <br />this position. <br />Motion by Councilmember Kuzma, seconded by Acting Chairperson Strommen, to recommend <br />that the City Council adopt Resolution #13-08-146 to authorize staff to begin a Recruitment for <br />an Engineer Technician III, posted at the position's full pay scale. <br />Personnel Committee / August 27, 2013 <br />Page 4 of 5 <br />
