That resolution states that if a community has not <br />expended CDBG funds within 18 months of availability for a project(s), the <br />County Board will consider withdrawing the budget authorization. <br />Because there have been several such "stalled" projects, the County Board sees <br />a need to develop a policy for disposition of recaptured funds. The County <br />Board believes that the best interests of all of the communities and the County <br />are served by having a well-defined procedure. The goal is to establish a <br />process which gives the best benefit to the community from which the funds are <br />recovered. <br /> Therefore, we are asking for your comments on the following steps being <br /> considered. <br /> The community with unexpended funds may seek to trade them with <br /> another community who has immediate need. <br /> <br /> c. The County can assist in matching communities. <br /> <br /> b.
