Hutchison <br /> <br />sUBJECT: License renewal; Waste Management of Minnesota, Inc., <br /> (dba Anoka Landfill) <br /> <br />It is recommended by staff that the renewal of the license of Waste <br />Management of Minnesota, Inc., for the operation of the Anoka Landfill <br />be contingent upon the f~llowing: <br /> <br />License Conditions <br /> <br />1. The engineering plans, report, and related correspondence submitted <br /> by, or on behalf of, the licensee are a part of the licensee's <br /> application and this license. <br /> <br />2. The licensee conduct a water monitoring program as set forth in the <br /> Department's policy statement "Proceedures for Landfill Water Monitoring" <br /> (5/81). <br /> <br />3. The licensee abandon the current upgradient monitoring well (No. 5) and <br /> install a new upgradient well (No. 6) in the vicinity of the temporary <br /> well installed by the county north of the fill, as set forth in the <br /> monitoring policy. <br /> <br /> 4. Upon reaching the fill elevations set forth in the approved plans, a <br /> two part final or terminal cover shall be applied. The lower half (at <br /> least twelve inches) of the final cover shall be of a compacted imper- <br /> vious material (permeability of less then 10-6 cm/sec.) and the upper <br /> half (at least twelve inches) shall be of a compacted soil and top soil <br /> and protected by the establishment and maintenance of a suitable turf. <br /> Conveyance of surface drainage off of a filled area shall be by means of <br /> a structure not subject to erosion. <br /> <br />5. The licensee provide a bond in the amount of $100,000. <br /> <br />6. No operations on the far west side of the landfill between May 1st and <br /> September 30th.. - <br /> <br />7. If sufficient turf is not established this summer on terminated areas, <br /> these areas must be reseeded by August 1, 1981. <br /> <br />The licensee will prevent the soil migration of combustible gas or vapors <br />onto adjacent properties and will conduct monitoring consisting of at <br />least the following: <br /> <br />a. Semi-weekly methane measurements at the property line gas monitoring ' <br /> probes. <br /> <br />b. Daily inspection of the operation of the venting system to insure <br /> it's proper operation. <br /> <br /> <br />
