But on second thought, it probably
wasn't the process so much as it was the resperesentative whom
we put a lot of faith and trust in and who, I feel, let us down.
I won't go into all the meetings our two cities had during
the past seven months, beginning in November. But I guess it
all began when you and I first met in Belle Plalne to go over
the computor print-outs we had developed. From that time on I
think we met almost once a week. At least, we had telephone
conversations several times a week. All this seems to have
been for naught, except for the exp~ienc~ we have gained.
As you know the MLOSC had a workshop convention the week-'
end of May 10th & llth. The leader of that workshop was Ralph
Dory, former two term state DFL senator from Duluth~ Had I =
known what he told us at that workshop, you can darn well bet
we wouldn't have wasted 7 months. One of the areas he covered
was that of dealing with your legislator and how he (the legis-
lator) can appear to be working for you and still be working
'against you. In the area of having him getting a law enacted
that you want. There are several things he can do as well as
not do to make it appear as though he is helping but in reality
is not. Some things the legislator might do to stall are:
1. "agree" tha~ there "ought to be a law"
· 2~ procrastinate on getting it drafted
3. not get sponsors in other house
4. not ask for committee hearing
