FUBLI[ ~u~l~ CITY OF RA~ ANOKA O3UNTY STATE OF MINNESOTA Pursuant to due call and notice thereof the Ramsey City Council held a public hearing at the Ramsey Municipal Center, 15153 Nowthen Boulevard. N.W., Ramsey, ~firmesota 55305on October 9, 1979. Also Present: Ach. Scknelle Engr. Raatikka Atty. Goodrich Members Present: Mayor Gamec Councilman Cox Councilman Mickel son Councilman Reimann Councilman Sorteberg ~yor Camec called the hearing to order at 8:09 P.M. and explained the purpose of the hearing is to consider and review the A~sessment for ' ' JASPAR, IRONSTONE, 159TH LANE, 160/5{ LANE, 161ST LANE, 162ND LANE street improvem~n and that the assessment is being moved up to save on interest costs. The project is complete exceptfor restoration of ditches, repair of corners, etc. He added that off 160th a driveway will be blacktopped by the City because of the. drainage-problems which the project created. He explained the City's driveway connecting policy and that concrete aprons are disallowed unless they have an expansion strip installed incase there is ever a need to remove it. Engineer Raatikka reviewed the project and the cost summary. Mayor Gamec said there iS'a performance bond issued on the streets so that any problems occurring are covered by the contractor and are repaired. % A citizen on 151st Lane, asked if there are any parcels in this project whichwill be assessed double. Mayor Gamec said basically the reason for the joining of the areas wai to avoid this and there are none. Joe McCarty, Jaspar and 162nd Lane. reported that the. street project- has created a' draina~eproblem and the-culvert which will be drainin~ ~o~thand that his driveway would eventually be washed away. EngineerRaati]d<a replied that_any driveway culverts that are required ~ ~are the responsibilit~of the homeowner and the reason for the culvert was because,ofthe standin~ water on ~th side of that lnte~eCt~.n.. Mr. McCarty said that the City bas mlt~n driveways where the prQject ~has created drainage problems. The~el~re three drive%fays on 161st _ that would be washed out because of the road co~ing in. The culvert on 162nd is causing run off from one side of the street to the other. Engineer Rantikka said it will keep fro~ Washing out the intersection and there will be a longer distance for bhe water to seep also.
