Clawson <br /> District 19A <br /> Chlsago-Anoka-lsanti Counties <br /> Committees: <br /> Criminal Justice <br /> Juvenile Justice Subcommittee <br /> Governmental Operations <br /> Governmental Administration <br /> Subcommittee, Vice Chairman <br /> Health and Welfare <br /> Departmental Affairs Subcommittee, <br /> Chairman <br /> Local and Urban Affairs <br /> Governmental Structures Subcommittee <br /> Physical Development Subcommittee <br /> <br />Legislative Advisor, <br /> Minnesota-Wisconsin Boundary Commission <br /> <br />MEMORANDUM <br /> <br />June 1, 1981 <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Members, Ramsey City Counci~J <br /> <br />Your goal and mine throughout this 1981 Legislative Session has been the same, with <br />the utmost of consistency: to effect changes in the local government aid formula <br />so as to bring about a more just and equitable distribution of those limited aid <br />dollars. <br /> <br /> The contrary evaluation of your hired staff person --- and regrettably, apparently, <br /> of officials of the Minnesota League of Small Cities --- notwithstanding, I have <br /> pursued with diligence and along paths that seemed tomy best professional/political <br /> judgement to be the most appropriate, those cha.nges which we, together, have <br /> proposed. <br /> <br /> Given a great number of adverse factors, including: a catastrophic state financial <br /> situation, lack of support by the Governor for these changes, a fiscal policy on <br /> <br />· Mr. Quie's part which intends to require a greater share of local finances to be'. <br /> borne by the property tax, unwillingness on the part of many (perhaps even most) <br /> legislators to concede that there is a problem with local government aids, lack of <br /> Minnesota League of Small Cities c~-~-dibility to the Legislature, uncertainty of who <br /> the friends and enemies of our proposals are, opposition to our proposals by the <br /> League of Minnesota Cities, the difficulties inherent in drafting a precise and <br /> accurate bill, an absolute reduction in the amount of local'government aids available :r <br /> for distribution in FYs 1982-83, and an ~mmediate and pressing need to address tax <br /> relief to commercial-industrial property, as well as my own incredibly heavy work <br /> load in other areas of legislative activity, it should be amazing to you that any <br /> progress at all was made in advancing our .proposals.
