Resident, Doctor Ullem, 14400 Bowers Drive, asked if the proposal is
going through or do the residents have a choice and are the trees going
to be cut down. Councilman Cox explained 55% of the citizens in that
area brought in a petition to blacktop which is bei~ reviewed and
that is the purpose of holding a public hearing. Mayor Gamec stated
the hearing would have to be reheld if the cost is 25% more than the
estimate. Councilman Cox stated you pay on the low bid.
Resident Gary Miller, 14SlO Bowers Drive asked if a decision would
be made toni.ghto Mayor Gamec stated yes. Resident asked if 'there
would be any consideration given to speed bumps. Mayor Gamec stated
blacktop or not if you have speeders now, you will have speeders then.
He suggested to Mr. Miller to get license number, color and model and
report speeders to the police department.
Resident Tony S.~ 1455~ Boers Drive, asked if that would be 1S feet
from the existing center. City Engineer stated yes. Resident asked
regarding the Great Rivers Act as it exists now, using existing roadway
will then take more for hiking~ etc. Mayor Gamec stated we are more
opposed to that. We basically would not be in favor of it.
Resident Bill Pittman, 14450 Bowers Drive asked if the project proposed
a 66 foot roadway. Mayor Gamec stated this would be a council de~ision.
Mayor Gamec also stated we are not looking at trailwayso
Resident Dr. Ullem stated he doesn't understand how to move the
roadway without taking trees and if you take trees this interferes
with the root systems of many trees and many trees wo~ld die as a
result of the proposed blacktop project. City Engineer Raatikka
stated the drainage and storm sewer would be determined and sloping
would also determine how many trees would be affected. They try
not to take trees whenever possible.
Resident Wayne Sweedahl stated he doesn't understand why the trees
need to be taken out and a freeway created. He stated he doesn't
want Bowers Drive changed and doesn't want 55% of the people deciding .
this issue. He stated dust is not a problem and he wants to see in
black and white before he votes exactly where the road would go.
City Engineer Raatikka stated they would follow the center line of
the right of way. Resident asked what the cost would be determined
by -unit not footage? Mayor Gamec stated by unit.
Mayor Gamec stated we are required to hbld a public hearing to find
out pro's and con's and explain the proposed projects and get comments
and opinions from the residents regarding the proposed project and
take a straw vote at the hearing to give the City Council a good
indication for the project.
Resident Tony S., asked if there was an alternate way to improve
the road as is without a complete blacktopping project and provide some
drainage. City Engineer Raatikka stated paving without considerable
thought to 'drainage would be a problem. Resident Tony asked if
ditches wo~ld be put in. Mayor Gamec stated there will be a burm
and water would be carried down instead of havin~ ditches. Burms
help keep trees.
Resident Len Brecchen, Bowers Drive, stated the 66' proposed road

C/May 26~ 19S1
