MEMORANDUM <br />June 1, 1981 <br />Page Three <br /> <br />As I stated earlier, there is much to be reported about the local government aids <br />legislation as it exists today. But before reporting to you that record there are. <br />difficulties. The continued existence of your misguided, prejudicial resolution <br />is one. Your implicit call 'on me tO account is another; it is a call wholly in- <br />appropriate to public servants who represent the same constituency and who do not <br />have a superior/inferior relationship. Your clouding of the issue of whether you <br />want to continue to seek a legislative remedy is a third; bear in mind that~am <br />the author of the bill and it is I who have made requests for its consideration <br />before various House and Senate c~mmittees. Finally, there is the problem of <br />certain staff persons and Minnesota League of Small Cities personnel with whom I <br />have been called on to deal and who are, apparently, unwilling/unable to take in <br />new information and use it to act on something other than their preconceptions and <br />biases (whether informational or partisan). Call it "trust", if you will. It may <br />be the bottom-line issue for you to consider. I sense a basic lack of trust on <br />the part of each of you and your.staff which may make it impossible for you to - <br />continue to work with me on this matter. If you decide that we are'to proceed, I <br />can assure you that your lack of trust will not get in myway; but please be certain <br />what your own expectations and feelings on this might be. <br /> <br />It is my judgement that a meeting such as you have suggested would not be helpful <br />either to you or tome. Not, at least, on the terms you suggest. I would welcome <br />a chance to meet with the elected city officials of Ramsey to discuss the immediate <br />past and future of our legislation. An assurance of a climate of exploration and <br />mutual respect for our individual roles in such a meeting would be needed first. <br />I herewith extend, for my part, that assurance. Perhaps someone of the Council <br />would let me know at your earliest convenience whether such a meeting can be <br />arranged. <br /> <br />JTC:s <br /> <br /> <br />
