April 23, 1981 <br /> <br />The Honorable Thomas Gamec <br />Mayor, City of Ramsey <br />15153 Nowthen Blvd. N.W. <br />Ramsey, MN 55303 <br /> <br />Dear Mayor Gamec: <br /> <br />General blills, Inc. is of the understanding that a comprehensiye plan <br />is soon to be formally adopted by the City and forwarded to the <br />B~etropolitan Council. Accordingly, we have reviewed the proposed 1980 <br />Comprehensive Plan for the City of Ramsey and are writing you to express <br />a number of concerns that we have regarding the same insofar as it con- <br />corns the General Mills property. <br /> <br />As you are aware, the proposed Plan (Bk~p 10) indicates a 1990 zoning of <br />Low Density Residential for our entire parcel except for some 250 acres <br />shc~ as a prospective park. As this. land is the largest undeveloped <br />parcel held by one owner in the City of Ramsey, the opportunity of <br />developing it in order to achieve the highest and best use should not <br />be lost. By attaining highest and best use, the City's future tax base <br />will be enhanced and we feel that the City will be in a better position <br />to compete for the multiple types of development that will be enticing <br />to the private sector. Therefore, we would like to propose the foll~,'ing <br />which in our way of thinking, provides for no limitations on the options <br />necessary to reach highest and best use development on the aforesaid land <br /> <br /> 1. That portion lying southkest of the Bhrlington Northem Railroad <br />(in the southeast quarter of the northwest quarter of To,reship 32, Range <br />25, totaling 7.1S acres). We would like to see the proposed zoning on <br />this parcel changed to B-l, Retail Business, making it compatible and <br />competitive with other properties along Highway 10. <br /> 2. That portion of the south half of Section 19 lying northeast of <br />the Burlington Northern Railroad. It is our feeling that the 1990 <br />proposed zoning for this area, approximately 114 acres, should be In- <br />dustrial. The Industrial classification would be are suitable and <br />consistent with the general area which is bordered by the Burlington <br />Northern and the proposed Intermediate Arterial Collector Road and is <br />included within the proposed Metropolitan Waste Control Comission <br />Service area. This would give the City more property which could be <br /> <br /> <br />
