300 Metro Square Building. 7th Street and Robert Street, Saint Paul, Minnesota 55101 <br /> <br />Area 612. 291-6359 <br /> <br />June 2, 1981 <br /> <br />TO: METROPOLITAN AREA CITIZENS AND GOVERNMENT OFFICIALS <br /> <br />The attached document is a draft of a revised regional policy plan <br />prepared by the Metropolitan Council on solid waste management. <br />It is an amended version of a policy plan adopted by the Council <br />in February 1979. <br />The document will be the subject of a public hearing to be held at <br />7:30 p.m. July 1, 1981, in the Metropolitan Council Chambers, 300 <br />Metro Square Building, 7th and Robert Sts., St. Paul. You are <br />cordially invited to attend and offer your comments on the plan <br />draft. <br />The purpose of this revision is to bring the plan up to date and make <br />it consistent with the Council's new responsibilities under the <br />Minnesota Waste Management Act. Proposed deletions to the plan are <br />capitalized and in parentheses and proposed additions are underlined. <br /> The revised plan differs only slightly from the Council's 1979 plan. <br /> The policy framework of the revised plan remains the same. New <br /> review criteria have been added regarding the Council's new authority <br /> to review local and county restrictions on waste facilities and on <br /> the transportation of solid waste. Review criteria have also been <br /> added to ensure the competitiveness of existing private solid waste <br /> facilities with newly established public facilities. <br /> A new section has been added concerning the Council's new role in <br /> siting wastewater residual solids facilities. This section contains <br /> new policies for reuse and disposal of treated sewage sludge. The <br /> plan has also been revised to reflect the Council's lessened role in <br /> hazardous waste management.
