Objectives <br /> <br />7a. Metropolitan counties are to be responsible for the ultimate <br /> disposal and/or use of solid waste generated, or projected to be <br /> generated, within their jurisdictions, as identified in Table 2 <br /> of this Guide chapter. <br /> <br />7b. Meet the Region's short-term municipal waste management needs in <br /> an environmentally and economically acceptable manner. <br /> <br />7c. Facilitate the orderly development of the waste management system. <br /> <br />7d. Encourage waste reduction, waste separation, waste processing and <br /> resource recovery. <br /> <br />Policies <br /> <br />7a. Each metropolitan county shall prepare (ITS) an interim solid <br /> (AND HAZARDOUS) waste master plan according to requirements of <br /> part 6 of this Guide chapter. It shall be submitted no later <br /> than (JULY) January 31, (1980) 1981, either as the solid waste <br /> element of the county comprehensive land use plan required under <br /> the Metropolitan Land Planning Act of 1976 or as a separate <br /> document. To the extent consistent with the requirements and <br /> time period set forth..-~n the Waste Management Act, the plan shall <br /> s--~ t--~ ~ecessary sltln~ ~f~ have been c~-~leted, and (IT) <br /> shall identify the mechanisms to implement appropriate s~-~d <br /> waste management techniques, and facilities to dispose of and/or <br /> use the solid waste that is projected to be generated within the <br /> county, as shown in Table 2. <br /> <br />7b. Each county shall prepare a final solid (AND HAZARDOUS) waste <br /> master plan (SHA~L) for submittal to the Council by June 1, <br /> 1983, identif(Y) in~ s-~i~ ~a~-~g~-~-~n~-~i~-~e~-~t~ <br /> ~-~gn capabilities sufficient to (ACCOMMODATE THE SOLID WASTE <br /> GENERATED WITHIN THE COUNTY, AS SHOWN IN TABLE 2) implement the <br /> Council's landfill development schedule and abatement plan <br /> adopted 6y January 1983. If resource recovery is chosen, land <br /> disposal areas sufficient to accommodate residuals from the <br /> facility must be identified. <br /> <br />7c. <br /> <br />The metropolitan counties shall coordinate their solid waste <br />planging effort~ to ensure that they are mutually supportive in <br />meeting the regional waste disposal needs identified in Table 2. <br />The Council will monitor county planning efforts and provide <br />planning assistance to ensure that both regional and county waste <br />disposal needs are met. <br /> <br />7d. <br /> <br />As the designated regional planning agency under the Resource <br />Conservation and Recovery Act of 1976 (RCRA), the Council will <br />seek federal and state grants for the metropolitan counties to <br />use in developing their solid (AND HAZARDOUS) waste master plans, <br />and to fund other solid (AND HAZARDOUS) waste planning activities <br />at the county and regional level. <br /> <br /> <br />
