COUNTY SOLID AND HAZARDOUS WASTE MASTER PLANS SHALL BE <br /> REVIEWED BY THE COUNCIL WITHIN THE CONTEXT OF THE COMMISSION'S <br /> APPROVED DE~rELOPMENT PROGRA/~.) <br /> <br />Proposals for solid waste facilities, prior to the Council's <br />adoption of a landfill development schedule and regional <br />abatement-~l~n,s-~~emonstratet-~o~-i-6g: <br /> <br />that waste disposal needs of the Metropolitan Area <br />c-~ot-~mete--~ien--~byt--~ existlng Area disposal <br />system; <br /> <br />that the proposal i__s preferrable environmentally t__o <br />existing Area disposal methods; and <br /> <br />that the proposal could be integrated with the develop- <br />ment and implementation of the waste.management system <br />that ~-i~l be identified ~-~ the Council's landfill <br />e~lopment schedule and~b~-~ment plan a~-~-~_~ <br />January 1983. <br /> <br />7h. Waste facility permits may b__e approved on a temporary basis to <br /> correspond with the development and adoption of the Council's <br /> regional abatement plan and landfill development schedule. <br /> <br />TREE WASTE MANAGEMENT <br /> <br />Introduction <br /> <br />This section of the Guide chapter identifies tree waste disposal <br />needs and management alternatives available in the Metropolitan <br />Area. (THE AREA IS IN THE INITIAL STAGES OF A SHADE TREE DISEASE <br />EPIDEMIC THAT WILL RESULT IN SIGNIFICANT AMOUNTS OF TREE WASTE OVER <br />THE NEXT 10 TO 20 YEARS. IT IS ESTIMATED THAT THE AREA GENERATED <br />MORE THAN 270,000 TONS OF TREE WASTE IN 1977. THIS COULD CONCEIVABLY <br />INCREASE TO MORE THAN 600,000 TONS PER YEAR IN THE EARLY 1980's IF <br />"WORST YEAR" TREE LOSSES MATERIALIZE.) The Twin Cities Area <br />experienced its first significant amount of dutch elm fungus in St. <br />Paul in 1961. Since that time, the incidence of both dutch elm <br /> <br />and oak wilt disease increased until it-reached its peak in 1977 <br />(see ~-~gure 7).
