The Council's regional management system plan for residual solids <br /> shall consider incineration without heat or energy recovery or <br /> la--~il--1-~g only as a second~-~y, ~-~c~--up waste management -- <br /> technique. <br /> <br />9c. Proposals for t~e landfilling of residual solids prior to the <br /> Council's a~ptlon of a region~ management system plan shall be <br /> approved pnly a__s interim management facilities. <br /> <br />9d. The Council shall give preference to landspreading within the <br /> Metropolitan Area.- <br /> <br /> <br />
