Approval of waste._su._~__~_~.contractS and <br /> 1 and ~-6untv restrlct~ons on a w~?te .~.c111t¥ w~il depend ~-~-the <br /> loca __ ~ . . ~ <br /> approval of the facility's permit a~p--~icat~on. <br /> <br /> WASTE FACILITY PERMIT APPLICATIONS <br /> A waste management facility consists of all property and easements <br /> used to store, process and dispose of solid (AND HAZARDOUS) waste. <br /> Waste facilities include transfer stations, storage facilities, dis- <br /> posal sites and waste processing facilities such as resource recovery <br /> (AND WASTE DETOXIFICATION) facilities (Minnesota Statutes, Section <br /> 473.121, Subdivison 29). They do not include property used to <br /> collect waste or facilities used to process scrap metal, (OR) paper, <br /> glass or other materials separated from the mixed waste stream. <br /> The (1976 METROPOLITAN WASTE ACT) 1980 Waste Management Act requires <br /> the Metropolitan Council's plan for s611d (AND HAZARDOUS) waste <br /> management to include standards and criteria that address the <br /> following aspects of proposed waste facilities: <br /> <br />o Supply; <br /> <br />O <br /> <br />O <br /> <br />Capacity; <br /> <br />Processing techniques; <br /> <br />o Location; <br /> <br />o Environmental impact; <br /> <br />Operations; <br /> <br />FINANCIAL SELF-SUFFICIENCY;) <br /> <br />Competitive operation; and <br /> <br /> o Economic effects. <br /> <br /> (o SOLID WASTE SUPPLY AND PROCESSING CONTRACTS.) <br />To obtain Council approval, permit applications for proposed waste <br />facilities in the Region must be consistent with the objectives and <br />criteria in this section of the Guide chapter. Ultimately, facility <br />approval will depend on whether the proposed facility meets applic- <br />able federal, state and local regulations. Proposals for hazardous <br />waste facilities also will be reviewed for conslstenc~ wit~ these <br />c---~ria. <br /> <br /> <br />
