The county should also require a performance bond from the <br />contractor. <br /> <br />Objectives <br /> <br />6a. Ensure adequate and continued waste management service to solid <br /> waste generators and haulers in the Metropolitan Area. <br /> <br />6b. Ensure continued operations during scheduled and unscheduled <br /> shutdown periods. <br /> <br />Criteria <br /> <br />6a. Proposed solid waste management facilities should have controlled <br /> access to prevent entry or unauthorized disposal during <br /> operational hours. <br /> <br />6b. Facility personnel should be trained to properly and safely <br /> manage wastes that are prohibited from the site. <br /> <br />6C. <br /> <br />Rules and regulations governing use and operating hours of the <br />facility should be posted at the entrance. Rules and regulations <br />for proposed resource recovery facilities and transfer stations <br />should allow individual generators to dispose of their own waste <br />if the waste is not prohibited by the facility and if facility <br />operation is not disrupted. A map of alternative solid waste <br />facilities in the Metropolitan Area and the types of waste they <br />accept should be posted at the facility entrance. <br /> <br />6d. <br /> <br />Proposed solid waste processing facilities should ensure con- <br />tinuous service during nonoperating periods by providing backup <br />processing or disposal facilities. Standby procedures should be <br />established for emergencies, air pollution episodes and periods <br />when the facility is shut down. These procedures should be <br />posted in prominent locations, implemented by staff, and upgraded <br />and revised periodically. The facility's application should <br />contain a routine maintenance schedule. <br /> <br />6e. The facility supervisor should have experience in operating the <br /> type of facility designed, or, in the case of an innovative <br /> design, should be adequately trained by responsible personnel in <br /> the operation of the facility. <br /> <br />6f. Solid waste applicants should ensure that operating plans will <br /> include a log that records at a minimum: <br /> <br />The total weight and volume of solid waste received during <br />each shift, including the number of loads received, the <br />ownership or specific identity of delivery vehicles, the <br />general nature of the solid waste accepted, and the location <br />of disposal within the site; <br /> <br />Emission measurements and laboratory analysis, <br />leachate tests and total quantitative analysis, <br />the responsible regulatory agencies; <br /> <br />including <br />required by <br /> <br /> <br />
