The (FINANCIAL SELF-SUFFICIENCY) competi- <br />tive operation review is a means to ensure that proposed facilities <br />whose capital costs are or may be paid partially or completely by <br />public funds, including but not limited to local property tax <br />revenues, will be (SELF-SUPPORTING IN THEIR OPERATION AND MAINTENANCE <br />COSTS AND DEBT SERVICE WITHOUT RELYING ON PROPERTY TAX REVENUES) <br />operated on a competitive basis so as not to create an unfair or <br />unreasonable advantaqe or restraint of trade in relation to com~ <br /> ...... ~ -- ~ ~ -~-~--~6-~e~ about nollution ~rom <br /> able ~ ~acllltles. ~ecen~ ~ ~ ~ . - -- <br /> w-~e d~sposa~ si--~ h-~ prompted legislative activity t_~o provlde for <br /> <br />greater public sector involvement in the waste management field. <br />Nevertheless, the legislature reco~ize~ 'that public sector involve- <br />ment should not unnecessarily intrude upon economically ~-~ble <br />private sector activities. Publicly supported facilities should not <br />use their unique position to create an unfair advantage or rest~a-~ <br />of trade ~n relation t__o private faci~-~ties. Consequently, the Waste <br />Manage-ment Act requires that publicly acquired, operated or <br />supported waste facilities _b_~e ~ on ~.c~mpe~ive ~asl~ w~th <br />private waste facilities. Public Landfills versus Private Landfills <br /> There is a possibility that several private landfills could <br /> be in operation until the late 1980s.
