Criteria <br /> <br />9a. Proposers of resource recovery facilities must demonstrate waste <br /> supply commitments that are sufficient in volume and duration to <br /> meet the facility's minimum operating requirements for the permit <br /> of debt service amortization. <br /> <br /> 9b. In analyzing the effect of local government supply contract, the <br /> Council will emphasize the long-term or post five-year effects on <br /> collection rates and charges. <br /> <br /> 9c. Local government supply contracts shall be analyzed in terms of <br /> their effect on the applicant'S jurisdiction, as well as other <br /> local governmental jurisdictions and on the private waste <br /> collection industry in the Region. <br /> 9d. solid waste supply contractS should contain provisions resulting <br /> in adjustments of drop charges and the price of energy and <br /> secondary materials produced by the facility to accommodate cost <br /> changes for operations, maintenance, value of materials or energy <br /> recovered, or for other considerations agreed to by the contrac- <br /> ting parties. Adjustments in drop charges should be passed on to <br /> waste generators. <br /> <br /> 9e.
