' <br /> <br />Local restrictions or conditions upon waste facilities <br />receiving state per'ts should not unduly restrict or <br />prevent the establishment or operation of waste facilities. <br />Local restrictions shall b__~compatible ~-ith--~-~ shall not <br />conflict with state permit conditions. Furthermore, <br />restric6i~ns shall not impair collection services or the <br />regional ~aste management system. The Counc~--~a~ con- <br />sider the following factors during the review of a local <br />condition: - <br /> <br />Extent t__o which the condition mitigates local environ- <br />mental, socio-economic and developmental impacts; <br /> <br />~te~t t~.which the gondition impairs the operation of <br />ne racilzty, collection services or ot-~r aspects <br />~ regional waste management system; <br /> <br />~ nature a~n.d.utility of the difference between <br />the loca~rlctlon and f~er-~ and state require- <br />ments; and <br /> <br />The need, ~ustification and adequacy of a more <br />restrictive local condition. - <br /> <br /> <br />
