' <br /> <br />Local restrictions or conditions upon waste facilities <br />receiving state per'ts should not unduly restrict or <br />prevent the establishment or operation of waste facilities. <br />Local restrictions shall b__~compatible ~-ith--~-~ shall not <br />conflict with state permit conditions. Furthermore, <br />restric6i~ns shall not impair collection services or the <br />regional ~aste management system.
