69 <br /> <br />PART 6: PLAN IMPLEMENTATION <br /> <br />FACILITY PERMIT REVIEWS <br />The Council must review and approve permit applications submitted to <br />the MPCA for proposed solid (AND HAZARDOUS) waste facilities in the <br />Region. If the Council determines that a permit application is in <br />accordance with the policies and criteria in this Development Guide <br />chapter, it will approve the application. If the Council determines <br />that a permit application is not in accordance with this Guide chap- <br />ter, it will not approve the application. The Council will comment <br />to the MPCA and WMB on proposed hazardous w~-~e fa~ties to be <br />located in the Metropolitan Area. The Council does not, however, <br />h-~e--~ut-~rity t__o approve or disapprove suc~--~c~-l-~i~s' <br /> For review purposes, the MPCA shall send a copy of the permit appli- <br /> cation and any supporting information furnished by the applicant to <br /> the Council within 15 days of receiving the application and informa- <br /> tion. within 60 days after it receives the application and support- <br /> ing information, unless a time extension is granted by the MPCA, the <br /> Council will tell the MPCA in writing whether the permit application <br /> is approved, not aproved, or approved with conditions. If the <br /> Council does not issue its determination to the MPCA, the permit <br /> application will be considered in accordance with this Guide chapter. <br /> The following procedure will be used when the Council receives solid <br /> or hazardous waste permit applications for review: <br /> <br /> 1. All known affected and interested parties will be notified; <br /> <br /> 2. If necessary, a public hearing on the proposed waste facility <br /> will be called; <br /> <br /> 3. Not less than 10 days before a public hearing, the Council will <br /> publish a notice in a newspaper or newspapers having general <br /> circulation in the Metropolitan Area, stating the date, time and <br /> place of the hearing, and the place where the permit application <br /> may be examined by interested people; <br /> <br /> 4. The hearing will be conducted according to Council procedures. <br /> All interested people will be permitted to present their views on <br /> the proposed waste facility; <br /> <br /> 5. The Council's (SOLID AND HAZARDOUS) Metropolitan Waste Management <br /> Advisory Committee will review the permit application and make <br /> recommendations to the Council. When a public hearing is to be <br /> held, the advisory committee will conduct its review at the same <br /> time as the public hearing activities to complete the review <br /> procedures within the 60-day review period; <br /> <br /> 6. The advisory committee will conclude its review in sufficient <br /> time to allow the recommendations to be discussed and considered <br /> by the council's Physical Development Committee; and <br /> <br /> 7. To the extent possible, the Council ~ill conduct its review <br /> concurrent with and complementary to reviews by other <br /> governmental jurisdictions. <br /> <br /> <br />
