70 <br /> <br />When applicants submit their applications to the MPCA, they must also <br />submit applications to all other governmental units (except the <br />Council) having approval jurisdiction or interest. Applicants are <br />encouraged to contact the Council and meet with the (SOLID AND <br />HAZARDOUS) Metropolitan Waste Management Advisory Committee for dis- <br />cussions before preparing and submitting applications. Prospective <br />applicants should obtain a copy of the Council's "Facility Permit <br />Application Content Requirements" from the Council (se~ Appendix 1). <br /> <br />COUNTY MASTER PLAN REVIEW AND PLAN CONTENT REQUIREMENTS <br /> <br />Each metropolitan county is required to prepare, and submit to the <br />Council for approval, a solid (AND HAZARDOUS) waste management master <br />plan that implements this Guide chapter. (THE) An interim plan was <br />to be submitted by (JULY) January 31, (1980) 198i--eitger as the solid <br />waste element of the comprehensive land use p a~ required under the <br />Metropolitan Land Planning Act of 1976, or as a separate document. <br /> <br />The Council will review county master plans in accordance-with the <br />requirements of Minnesota Statutes Section 473.175 and 473.803, for <br />the following: <br /> <br />o Compatibility with each other; <br /> <br />Conformity with the Council's Solid (AND HAZARDOUS) Waste <br />Management Development Guide chapter and metropolitan system <br />plans; and <br /> <br />Consistency with other adopted chapters of the Council's <br />Metropolitan Development Guide. <br /> <br />T._qo the extent consistent with the requirements and time periods set <br />forth in the Waste Management Act, each interim county solid (AND <br />HAZARDOUS) waste master plan* shall descr~-~.. <br /> <br />A statement of goals and objectives for solid (AND HAZARDOUS) <br />waste management in the county including quantities and <br />composition of solid and hazardous waste to be managed from <br />(1979) 1981 to 2000. Goals and objectives must be stated for <br />waste reduction, source separation, resource recovery and land <br />disposal for (1980) 1981, 1985, 1990, 1995 and 2000; <br /> <br />The existing system of solid (AND HAZARDOUS) waste generation, <br />collection, processing and disposal within the county; <br /> <br />The existing and proposed county and municipal ordinances, and <br />license and permit requirements relating to waste facilities, <br />solid (AND HAZARDOUS) waste generation, collection and processing; <br /> <br />The tree waste management element of the master plan shall <br />describe items 1 through 9 as they apply to tree waste. <br /> <br /> <br />
