71 <br /> <br />The existing or proposed municipal, county or private solid waste <br />facilities and collection services within the county, together <br />with schedules regarding the extent to which such facilities and <br />services will or may be used to implement this Guide chapter; <br /> <br />Any solid waste facility that the county owns or plans to <br />acquire, construct, or improve, together with statements <br />regarding the planned method, estimated cost and time of <br />acquisition; proposed procedures for operation and maintenance of <br />each facility; an estimate of annual gross revenues; and a <br />proposal for use of the facility after it is no longer needed or <br />usable as a waste facility; <br /> <br />6. Evidence of encouraging ownership and operation of solid <br /> (OR HAZARDOUS) waste facilities by private industry; <br /> <br />Policies to ensure financial self-sufficiency based on <br />competitive rates and charges for waste facilities owned or <br />operated by public agencies or supported (PRIMARILY) by public <br />funds or obligations; <br /> <br />Policies to ensure that publicly owned, ~ o_~r supDorted <br />waste q~c~-Iities are operated on a competitive basis so as not to <br />create an unfair ~r unreasonable ~dvantage o__r restraint of trade <br />in relation to comparable private facilities· <br /> <br />(8) 9. <br /> <br />Evidence that all affected municipalities and counties have <br />been consulted about the master plan; <br /> <br />(9) 10. <br /> <br />An implementation program that identifies public programs, <br />fiscal devices and other specific actions planned to <br />implement the master plan; <br /> <br />(10) 11.
