COUNTIES <br />MAY INCREASE OR REDUCE THEIR LANDFILL AREA NEEDS THROUGH <br />INTERGOVERNMENTAL OR JOINT POWERS AGREEMENTS WITH OTHER COUNTIES TO <br />DISPOSE OF AND/OR USE THEIR WASTES OR A PORTION OF WASTES, OR <br />THROUGH IMPLEMENTING WASTE REDUCTION, SOURCE SEPARATION AND/OR <br />RESOURCE RECOVERY PROGRAMS WITHIN THEIR BOUNDARIES. EACH COUNTY <br />MASTER PLAN MUST ALSO PROVIDE FOR THE DISPOSAL OF DEMOLITION AND <br />CONSTRUCTION WASTE.) <br /> <br />(THE MASTER PLAN SHOULD CLEARLY STATE THE COUNTY'S DISPOSAL <br />OBJECTIVES AND MANAGEMENT TECHNIQUES THAT ADDRESS THOSE OBJECTIVES. <br />ALTHOUGH THERE IS CONSIDERABLE LATITUDE TO DETERMINE WHICH WASTE <br />MANAGEMENT TECHNIQUES WILL BE USED TO MEET THE COUNTY'S DISPOSAL <br />NEEDS, ALL POSSIBLE TECHNICAL OPTIONS SHOULD BE CONSIDERED. FOR THE <br />OPTIONS SELECTED, CONSIDERATION SHOULD BE GIVEN TO THE GENERAL <br />TECHNICAL CHARACTERISTICS AS WELL AS THE DETAILED FACTORS AFFECTING <br />IMPLEMENTATION, INCLUDING FINANCIAL OBLIGATIONS AND PUBLIC <br />ACCEPTANCE.) <br /> <br />Since the county's interim and final master plan will affect the <br />public in a number of ways, public involvement shall be an essential <br />ingredient of plan development. Steering committees should be formed <br />at the county level to assist and advise in preparation of the master <br />plan and to provide a forum for public involvement on other waste man- <br />agement issues. The makeup and function of these committees should <br />be similar to the Council's (SOLID AND HAZARDOUS) Metropolitan Waste <br />Management Advisory Committee. <br /> <br />COUNTY ANNUAL REPORT CONTENT REQUIREMENTS <br /> <br />Each metropolitan county is required to submit a report to the <br />Council (DESCRIBING EXISTING AND PROPOSED) for approval concerning <br />solid (AND HAZARDOUS) waste management (ACTIVITIES) and landfill <br />receiving rates within the county (Minnesota Statutes Section <br />473.803, Subdivision 3). The report shall be submitted annually on <br />March 1, and shall cover January through December of the previous <br />year.
