83 <br /> <br />"Open burning" is burning any matter whereby the resultant combustion <br />products are emitted directly to the open atmosphere without passing <br />through an adequate stack duct or chimney. <br /> <br />"Percolation" refers to the movement of a liquid through a porous <br />substance, that is, rainwater moving through solid waste in a <br />landfill. <br /> <br />"Processing" means the treatment of waste after collection and before <br />disposal. Processing includes but is not limited to reduction, <br />storage, separation, exchange, resource recovery, physical, chemical, <br />or biological modification, and transfer from one waste facility to <br />another. <br /> <br />"Pyrolysis" is the physical and chemical decompositon of organic <br />matter brought about by the action of heat in the absence of oxygen. <br /> <br />"Recoverable" refers to the capability and likelihood of being <br />recovered from solid or hazardous waste for commercial or industrial <br />use. <br /> <br />"Recovery products" or "refuse derived products" are materials and/or <br />energy recovered or ~-~tra~ fr--~ s--6-~id or hazardous waste. <br /> <br />"Residential solid waste" means the garbage, rubbish, trash and other <br />solid waste resulting from normal household activities. <br /> <br />"Residual solids" are those solids includin9 9tit, screenings, sewage <br />sludge and incinerator ash produced by treatment of wastewater. <br /> <br />"Resource conservation" means reducing the amounts of solid waste <br />that are generated, reducing overall resource consumption, and using <br />recovered resources. <br /> <br />"Resource recovery" means the reclamation for sale or reuse of mate- <br />rials, substances, energy, or other products contained within or <br />derived from waste. <br /> <br />"Resource recovery facility" means a waste facility established and <br />used primarily for resource recovery. <br /> <br />"Resource recovery system" means a solid or hazardous waste manage- <br />ment system that provides for collection, separation, recycling and <br />recovery of solid or hazardous wastes, including disposal of <br />nonrecoverable waste residues. <br /> <br />"Rubbish" is solid wastes, including ashes, that consist of both <br />combustible and noncombustible wastes, such as paper, cardboard, tin <br />cans, yard clippings, wood, glass, bedding, crockery or litter of any <br />kind. <br /> <br />"Sanitary landfilling" is a method of disposing of solid waste on <br />land without creating nuisances or hazards to public health or <br />safety, by confining the waste to the smallest practical areas, <br />reducing it to the smallest practical volume, and covering it with a <br />layer of earth at the end of each day's operation, or at more <br />frequent intervals, if necessary. <br /> <br /> <br />
