The church's argument failed to account for other areas of Northbrook where churches were allowed. For instance, the church pointed to no evidence regarding the availability of land in the 16 nonresidential districts, including corranercial distr/cts where churches were allowed with a permit. Nothing in the law entitled the church to establish a church wherever it wanted. The fact that Northbrook's zoning code required it to locate somewhere other ' than an industrial park was not a substantial burden, ie.t a3one a total exclusion. Ultimately, the church offered, no evidence that it satisfied Northhrook's le,*itimate concerns about allowing a church in an industrial park.
