For instance, the church pointed to no evidence <br /> regarding the availability of land in the 16 nonresidential districts, including <br /> corranercial distr/cts where churches were allowed with a permit. <br /> Nothing in the law entitled the church to establish a church wherever it wanted. <br />The fact that Northbrook's zoning code required it to locate somewhere other <br />' than an industrial park was not a substantial burden, ie.t a3one a total exclusion. <br /> Ultimately, the church offered, no evidence that it satisfied Northhrook's <br /> le,*itimate concerns about allowing a church in an industrial park.
