CASE #: ¢ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF EBONY WOODS; <br />CASE OF TIN[ HOLM <br /> By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />Tim Holm submitted a sketch plan to develop 8 townhome units (2 4-unit structures) on the <br />property located on the east side of Ebony Street N.W., just south of Superbowl. The following <br />items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staffreview letter dated March 17, 2006 <br /> <br />Notification: <br /> <br />No public heating is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiting notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is approximately 1.1 acres in size and is zoned B-2 Business. Development <br />of the property with townhomes will require an amendment to the Comprehensive Plan to change <br />the land use from places to shop to medium density residential. The Comprehensive Plan <br />amendment, if approved, would be followed 'up with a rezoning of the property fi:om B-2 <br />Business to R-2 Medium Density Residential. <br /> <br />The permitted density in the R-2 Residential District is 2-7 units per acre. The sketch plan <br />proposes 8 units on the 1.1 acres. This equates to a density of 7.3 units per acre, which exceeds <br />City Code standards. <br /> <br />The property is located in the Mississippi River Overlay District. The City is in the process of <br />updating the regulations in accordance with State rules. The District requirements state that the <br />project shall be developed as a Planned Unit Development, shall preserve 50% of the land as <br />open space, and restrict impervious (rooftop and pavement) to 25% of the lot area (or up to 35% <br />with a Conditional Use Permit). It is also noted that the maximum structure height in the <br />Overlay District is 35 feet. If this project goes forward, compliance with the Mississippi Overlay <br />District regulations will have to be demonstrated on the preliminary plat and site plan. <br /> <br />37 <br /> <br /> <br />
