CASE #: ~ <br /> <br />Memo <br /> <br />DATE: <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />March 31, 2006 <br /> <br />Ramsey Planning Commission <br /> <br />Comrnunity Development Staff <br /> <br />StaffUpdate <br /> <br />Past Planning Commission Cases: In the month of March, 2006, the City Council considered <br />the following items: <br /> <br />Shade Tree Creek - City Council upheld the decision of the Board of Adjustment and denied <br />the appeal for a variance to cul-de-sac length for Erkium Street N.W. Based on the denial of <br />the cul-se-sac length and the public safety concerns with adding additional homes to a single- <br />access area, the City Council denied the preliminary plat for Shade Tree Creek. <br /> <br />Moratorium - Following Council action on the Shade Tree Creek cases, City Council <br />adopted a resolution commissioning a study of possible amendments to the City Code that <br />will allow for development within the Rural Developing Area, while at the same time <br />preserving land for possible future development with urban services and addressing issues <br />such as density transitioning and open space provisions. Council then introduced an <br />ordinance to impose a moratorium on subdividing and platting of land within the R-1 Rural <br />Developing area for a period of one year. That ordinance will be eligible for adoption on <br />April I 1, becoming effective mid-May. If the study of the Rural Developing Area is <br />complete and implemented prior to the one-year time frame, the Council has the authority to <br />reverse the moratorium. A copy of the resolution and ordinance is enclosed for your <br />information. <br /> <br />Brookfield First Addition - City Council approved the final plat of the first phase of <br />Brookfietd. The ordinance to vacate the underlying right-of-way and drainage and utility <br />easements has been introduced and is scheduled for adoption on April 11, 2006. <br /> <br />The proposed amendment to the Mississippi River Critical Overlay District was tabled and <br />forwarded to a Council Work Session for further discussion. The ordinance was briefly <br />discussed at the City Council March 28 Work Session and was scheduled for further review <br />at the April 4 City Council Work Session. The discussions have focused on the open space <br />requirements. <br /> <br />· Meadow - City Council adopted the ordinance to vacate underlying easements in the <br /> proposed final plat for Meadow. <br /> <br />73 <br /> <br /> <br />
