ORDINANCE NO. 06- <br /> <br />CITY OF RAMSEY <br />~NO~COUNTY <br />STATE OF MINNESOTA <br /> <br /> AN INTERIM ORDINANCE ESTABLISHING A MORATORIUM ON.- THE <br /> DEVELOPMENT OF CERTAIN PARCELS OF LAND WITHIN THE CITY OF RAMSEY, <br /> MINNESOTA <br /> ANOKA COUNTY - ' ' <br /> <br /> The City of Ramse rdains: <br /> <br /> SECTION 1. AUTHORITY <br /> This Ordinance is adopted pursuant to that adthonty gr4nted to.the C~ty by MS,A 46_.o5>, Subd. 4, <br /> entitled "Interim Ordinance." <br /> <br /> SECTION 2. PREAMBLE AND PURPOSE <br /> <br /> WHEREAS, the City Council finds th~"~'ertain elements of its Zoning C~de~:.'~P~cifically the R-1 <br /> Residential - Rural Developing District that aI10~v'for lot sizes of 2.5 acres,~togkther with the impact <br /> of additional rural residential deveI9pme¢~ t' may~bmPi}~ate e~.o,rts to ?Ira effectively for residential <br /> development outside of the urban~ service a/eat and <br /> <br /> WHEREAS, on April 4. 2005. Ordinance '#05.-05 b~ecame 6ffective requiring the clustering of <br /> residential subdivisions.- to address the confli&t between develt~ing land in the Rural Developxng <br /> Area and the everm/al exterk4ion of urban services; and <br /> WHEREAS, in ~he course of~ '' ordinance, the City Council has identified <br /> plementing the clhster <br /> sections that deserve additional review and modi~cation; and <br /> wHEREAs, ebruarv '~t; 006,,thru-City Council met at a worksession, and determined that <br /> more study of the, 'cluster ordinance wa- necessary in the following areas: density trans~tioning <br />.~ st/~d'ard& open space' provisions, the calculation of density, and specific septic system submittal <br /> re~tifrbm&its; and <br /> WHEREAS. the City Council finds that an interim ordinance placing a moratorium on the <br /> subdividing and platting of [and within the R:I Rural Developing area of the City, as identified on <br /> the Official Zoning Map, revised February 28. 2006, is necessary to protect the planning process <br /> and the health, safety and welfare of the citizens of Ramsey. <br /> <br />SECTION 3~ STUDIES <br /> <br />The City Council. by Resolution #06-03- , has authorized City Staff to further study the Rural <br />Developing area xn order to identify those sections of City Code Section 9.20.11 which need to be <br />modified to better implement said City Code section. <br /> <br />77 <br /> <br /> <br />
