Subd. 2. Site Development Plan Contents. Site plan information as deemed necessary by the City shall be as shown on the application form provided by the City and related to scale, name and address of owner(s), existing topography, existing and proposed drainage, proposed grading or filling, soil information, existing vegetation, vegetation proposed to be removed, existing buildings, landscape plan, proposed structures, proposed driveways and parking areas, proposed utilities and similar information. Additional information found necessary to insure compliance with the provisions of this code may also be required. Subd. 3. Site Development Plan Standards. No site plan which fails to satisfy the following standards shall be approved by the City. a. Filling in a wetland shall not exceed the excess storage and nutrient stripping capacities of the wetland based on the ultimate projected development of the wetland watershed. The method and criteria used to establish nutrient stripping capacity is contained in the City's Procedures Manual. As the Local Governmental Unit (LGU), the Lower Rum River Water Management Organization (LRRWMO), under the Wetland Conservation Act (WCA) will review impacts of development on wetlands. When alterations to DNK protected waterbodies are proposed, thc LRKWMO shall notify the DNK Division of Waters. Dredging of water bodies shall be permitted only when it will not have a substantial or significant adverse effect on the ecological and hydraulic characteristics of the water body and is proposed for a purpose consistent with the Critical Area designation. Any dredging of wetlands or other waterbodies should comply with all standards of the U.S. Army Corps of Engineers, Department of Natural Resources, and all other applicable state and federal agencies. No development shall be permitted on land having a slope before alteration in excess of 12 percent on riparian land and 18% on non-riparian land. The following additional conditions for the development on slopes up to 12% shall be met: 1. The foundation and underlying material of any structure, including roads, shall be adequate for the slope condition and soil type. 2. Adequate controls and protections exist uphill from the proposed development such that there is no danger of structures or roads being struck by falling rock, mud, uprooted trees, or other materials, and soil shall be controlled. The proposed development presents no danger of falling rock, mud, uprooted trees or other materials, to structures downhill. The view of the developed slope from the river and opposite riverbank is consistent with the natural appearance of the undeveloped slope, consistent with any historic areas nearby, compatible with the view from
