eo <br /> <br />The selective cutting of trees greater than four inches (4") in diameter (at <br />four feet above ground level) may be authorized by the City when the <br />cutting is appropriately spaced and staged so that a continuous natural <br />cover is maintained. <br /> <br />Limited trimming and pruning of trees, to provide a view of the water <br />from the principal dwelling, and in certain instances cutting of trees to <br />accommodate the placement of stairways and landings, shall be <br />permitted provided that: <br /> <br />The screening of structures, vehicles, or other facilities as viewed <br />from the water, assuming summer leaf-on conditions, is not <br />substantially reduced;, and <br /> <br />2. Existing shading of water surfaces is preserved. <br /> <br />The above provisions are not intended to prevent to the removal of trees, <br />limbs, or branches that are dead, diseased, or pose safety hazards. <br /> <br />9.21.06 <br /> <br />These vegetative management standards shall not prevent the pruning <br />and cutting of vegetation to the minimum amount necessary for the <br />construction of bridges and roadways and for the safe installation, <br />maintenance and operation of essential services and utility transmission <br />services which are permitted uses. <br /> <br />Site Development Plans <br /> <br />Subd. 1. Requirements. <br /> <br />A site development plan shall accompany a building permit, site plan, <br />preliminary plat, final plat, excavation permit, conditional use permit or other <br />permit process required for development in the Mississippi River Overlay <br />District in accordance with the provisions of this code and all other applicable <br />codes of the City. When a site plan is required under City Code Section 9.03.08, <br />it shall be used with the review criteria in the section to satisfy site development <br />plan requirements in this Section. The submittal of an additional site <br />development plan is not required to satisfy the requirements of this Section. <br /> <br />Site Development Plan Revision. After a site development plan has been <br />approved, an applicant may request a revision at any time by requesting said <br />revision in writing to the Community Development Director. <br /> <br />Site Development Plan Deviation. No deviation from the approved site plan <br />shall be permitted at any time without first obtaining approval of a revision as <br />stated above. <br /> <br />-9- <br /> <br /> <br />
