Because the river shall be managed as a multiple purpose resource, and it possesses a variation in both natural characteristics and types of urban and rural development, that portion of the Mississippi River Critical Area located in the City has been segmented into the following overlay subdistricts as identified in Executive Order 79-19: "RO" - Rural Open Space District - The lands and water within this district shall be used and developed to preserve their open, scenic and natural characteristics and ecological and economic functions. Presently undeveloped islands shall be maintained in their existing natural state. The transportation function of the river shall be maintained and preserved. "UDD" - Urban Developed District - the lands and waters within this district shall be maintained largely as residential areas. The expansion of existing and developmet of new industrial, commercial, and other non- residential or non-recreational uses shall be limited to preserve and enhance the residential character of this district. The boundaries of the Mississippi River Critical Area Corridor and the urban and rural subdistricts within the Critical Area include all of the land riverward of the boundary line and as shown on the map designated as the Official Zoning Map of the City of Ramsey. Boundaries of the urban and rural overlay subdistricts are designated on the Official Zoning Map of the City and made a part of this code and legally described as follows: 1. RuraI Open Space Subdistrict: That part of;the City of Ramsey, County of Anoka, State of Minnesota lying and being west of the east line of Section 34 (T32, R35W) within the Mississippi River Critical Area Corridor boundary. Urban Developed Subdistrict: That part of the City of Ramsey, County of Anoka, State of Minnesota lying and being east of the west line of Section 35 (T32, R35W) within the Mississippi River Critical Area Corridor boundary. 9.21.04 Zoning, Permitted and Conditional Uses Subd. 1. Underlying'Zoning Districts. All permitted, conditional uses and accessory uses as permitted, regulated and administered for the underlying zoning districts and the corresponding Zoning Map, shall be permitted within all overlay subdistricts within the Mississippi River Overlay District provided all of the provisions and requirements as regulated herein are also met. Where a conflict may arise between the provisions of the underlying zoning district and the Mississippi River Overlay District, the more restrictive provision shall apply. Subd. 2. Permitted Uses. a. Those uses permitted in the underlying zoning district subject to the provisions of this code. -6-
