reduce the cost of the project if necessary based upon available funding and the outcome of the <br />bidding process. <br /> <br />A representative of the Ramsey Lions stated the Ramsey Lions agree they should go ahead with <br />the project and put it out for bids. By trying to redesign the building at this point it will lose a lot <br />of the look, and there would not be much money saved. The Ramsey Lions will be coming up <br />with more funding, and will be able to provide enough funding to cover this project. They will <br />be making another contribution to the City that can be put towards this project in spring/early <br />summer. <br /> <br />Mayor Gamec asked if the donation the Ramsey Lions will make to the City in spring/early <br />summer will be close to covering the extra costs involved in the project. <br /> <br />The Ramsey Lions representative responded in the affirmative. <br /> <br />Councilmember Jeffrey stated the project should be re-bid with the options. He noted the <br />options would be to deduct alternates, rather than add alternates. <br /> <br />Assistant City Administrator Nelson advised bidding the project with deduct alternates will allow <br />room if the bids come back high. <br /> <br />The consensus of the Council was to direct staff to bid the Ramsey Lions Park Building project <br />with deduct alternates. <br /> <br />The meeting was recessed at 7:03 p.m. to conduct a special City Council meeting. The meeting <br />was reconvened at 7:13 p.m. <br /> <br />2) Sketch Plan for Ebony Addition <br /> <br />Community Development Director Trudgeon stated the City has initiated a minor subdivision of <br />Ebony Addition, to create one buildable lot. The primary purpose of this subdivision is to plat <br />Ebony and McKinley Streets before the sale of the property. It has also been recommended by <br />staff that the roads be constructed to provide adequate access to the site, and to facilitate the <br />future connection of McKinley as a connector street. This lot will eventually be sold to a <br />company for industrial purposes, although the purchase has not been determined. Mr. Trudgeon <br />advised this subdivision is located in a TIF district; however, TIF funds will not be available <br />until 2008. The purpose of this case is to make the Council aware of the subdivision and the <br />issues associated with construction of the roads. <br /> <br />The Council reviewed the sketch plan for Ebony Addition. <br /> <br />Councilmember Cook suggested McKinley Street be designated as an MSA street. <br /> <br />City Administrator Norman replied the City of Anoka would not agree to the MSA designation, <br />which would be required. He explained Ebony Street would be a built as a cul-de-sac if <br />McKinley Street is not constructed at this time, but the point is whether all of the roads should be <br /> <br />City Council Work Session / February 21, 2006 <br /> Page 2 of 6 <br /> <br /> <br />
