Creative financing would need to be determined to build the roads at this time as <br />the TIF financing will not be available for approximately two years. <br /> <br />Community Development Director Tmdgeon stated staff would like to bring forward a <br />recommendation on costs and funding. As this site moves forward it will be necessary to look at <br />options and make a determination regarding the roads. <br /> <br />3) Sketch Plan for Amber Ridge 2nd Addition <br /> <br />Community Development Director Tmdgeon stated a sketch plan has been submitted to replat <br />Outlot B, Amber Ridge into five single family urban lots. The property is located on the east <br />side of T.H. #47, at the southerly terminus of Argon Street N.W. The subject property is 2.2 <br />acres in size and is bounded on the north and east by single family urban lots. The property is <br />zoned R-2 Medium Density Residential for townhomes. Single family homes are not a permitted <br />use in this zoning district. The development of the property with single family homes will <br />require an amendment to the Comprehensive Plan to change the land use from medium density <br />residential to low density residential. <br /> <br />City Administrator Norman explained Lord of Life Church had discussed holding land for their <br />future cemetery in this area; this had looked like a logical piece of land and staff had requested <br />Amber Ridge to hold off any development. Lord of Life Church has now determined to move <br />their second phase of senior housing to the comer of Xkimo Street and the future Highway 47, <br />which is currently owned by Rick Foster, rather than pursuing land in this area. Staff has been in <br />contact with Mr. Foster and he is a willing seller. Staff has informed Amber Ridge to proceed <br />with development plans. <br /> <br />The Council reviewed the sketch plan for Amber Ridge 2nd Addition. It was noted the sketch <br />plan proposes to extend the Argon Street cul-de-sac to provide public access to the lots. The <br />Argon Street cul-de-sac is currently approximately 850 feet in length and extending it further <br />will require a variance. <br /> <br />Councilmember Jeffrey noted the extended cul-de-sac is not a concern with five single family <br />homes, as it would be if townhomes were to be located on the site. <br /> <br />The consensus of the Council was general agreement with the proposed sketch plan. <br /> <br />Community Development Director Tmdgeon indicated the Planning Commission was also in <br />agreement with the sketch plan, and had indicated the extended cul-de-sac was not an issue. <br /> <br />4) Cluster Subdivision Ordinance <br /> <br />Community Development Director Tmdgeon reported that while reviewing specific cluster <br />subdivision development proposals, the Planning Commission and City Council have raised <br />concerns about how the new ordinance is being applied, particularly for proposed clusters north <br />of Trott Brook.
