septic systems. The purpose of this work session is not to discuss the specific subdivision. Staff <br />would like to utilize this work session to discuss some of the issues pertaining directly with the <br />cluster subdivision ordinance. <br /> <br />Mayor Gamec questioned the benefits of proceeding with cluster subdivisions in some of the <br />outer areas. He stated the concept and idea of the cluster subdivisions is nice, but he is <br />undecided on whether it was the appropriate decision to establish the cluster subdivision <br />ordinance. <br /> <br />Community Development Director Tmdgeon indicated it needs to be determined whether the <br />Council wants the northern part of the City to develop rurally or to preserve land for future <br />development. If the cluster ordinance is not in place, this land will develop at 2 ½ acres. Any <br />issues related to development will still be realized, with or without the cluster subdivisions. <br /> <br />The Council and staff discussed the following issues in relation to the cluster subdivision <br />ordinance: <br /> <br />Permanent Open Space · Location of the open space on the lot may provide a buffer or density transition area <br /> · Provision in the ordinance to preserve land for open space <br /> · Need for a City open space map <br /> · Possibility of a City land bank to facilitate land buffering and an open space plan <br /> · Open space requirements may be different for rural developments, as they are receiving <br /> the benefit of developing now, rather than waiting for sewer and water to develop <br /> <br />Conununity Development Director Trudgeon indicated staff will provide further information to <br />the Council regarding permanent open space and land banking or upfront dedication of land for <br />open space. <br /> <br />Gross vs. Net Density · Cluster development based on gross density, with the future development of the <br /> remaining land based on net density <br /> · Open space contribution based on gross density <br /> <br />Community Development Director Trudgeon indicated a determination will need to be made <br />regarding gross versus net density when the ordinance is brought back before the Cotmcil. The <br />ordinance currently does not clearly designate the density determination. <br /> <br />Density transitioning in cluster subdivisions <br /> · Building should be located away from existing development <br /> <br />Mayor Gamec commented one thing to consider is that larger developers feel they are putting <br />money into cities for large developments, and the smaller cluster developments may be hurting <br />the economics. <br /> <br />City Council Work Session / February 21, 2006 <br /> Page 4 of 6 <br /> <br /> <br />
