Creating more specific submittal requirements for the community septic systems <br /> · A policy regarding requirements for community septic systems for preliminary plat <br /> submittal has been put into place <br /> · Additional information regarding community septic system requirements should be added <br /> to the ordinance <br /> <br />Long-term management of community septic systems · Need for checks and balances <br /> · Strengthen the language in the ordinance to require upfront information on how the <br /> community septic system will be managed <br /> o Requirement for professional management company, such as Connexus Energy <br /> <br />Councilmember Jeffrey requested Connexus Energy attend a future work session to discuss the <br />issue of professional management of conununity septic systems <br /> <br />Small development requirements · Allowance for property owners to donate a parcel to a relative <br /> · Possible requirement of a minimum lot size for cluster development <br /> <br />Mayor Gamec questioned if the Planning Commission should hold the second hearing of the <br />Shade Tree subdivision, as them are still questions to be answered regarding the ordinance. <br /> <br />Community Development Director Trudgeon explained the Shade Tree subdivision was tabled to <br />the March 2na Planning Commission meeting. The Commission could approve, deny or table the <br />subdivision request at the March 2na meeting. He advised the City is allowed 120 days to work <br />out the issues with the ordinance. If the Council determines additional time is needed, it may be <br />beneficial for the applicants to hear this information from the Council. <br /> <br />Mayor Gamec inquired if there were any other concerns from the Planning Commission <br />regarding the Shade Tree subdivision. <br /> <br />Community Development Director Tmdgeon replied the biggest issues relate to the access and <br />the location of the lots next to the existing lots. These will be large issues with whatever <br />develops in this area. <br /> <br />The consensus of the Council was to direct staff to schedule the cluster subdivision ordinance on <br />a future work session, and to provide further information based on this work session discussion. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />City Administrator Norman distributed a memo from City Attomey Goodrich regarding <br />appraisals on Potassium Street properties. He indicated City Attorney Goodrich would like the <br />Council to review the appraisal information prior to the offers being submitted. <br /> <br />City Administrator Norman announced a press conference is scheduled for tomorrow at the <br />Capitol at 1:30 p.m. regarding an eminent domain bill that has been drafted. <br /> <br />City Council Work Session / February 21, 2006 <br /> Page 5 of 6 <br /> <br /> <br />
