City Administrator Norman indicated staff has not received information from Springsted at this <br />time but, based on discussions, it is clear that the Public Works and Fire Department <br />reorganization will be the most significant piece coming out of the study. <br /> <br />Councilmember Pearson stated the City has already been moving towards this reorganization <br />with the splitting of the Public Works and Parks Staff. These changes are really streamlining, <br />which has already been started. <br /> <br />Councilmember Strommen commented given the fact that Springsted has issued a memo with a <br />recommendation on the reorganization, she feels comfortable that this recommendation will fit in <br />with the larger piece of the reorganization. <br /> <br />City Administrator Norman advised the case for consideration at the special Council meeting <br />tonight includes language in the proposed motion that the reorganization changes are contingent <br />.on acceptance by Brian Olson of the Public Works Director position. He and the Public Works <br />Director would not be comfortable going forward at this time without Mr. Olson in this position. <br /> <br />Councilmember Jeffrey stated he agrees Mr. Olson is key to the City's vitality, and this action <br />has his full support because the right people are in place. However, the City needs to be very <br />careful that organizational changes are not based on people, and it is important to think about <br />succession planning. <br /> <br />Councilmember Elvig stated he agrees Mr. Olson should be in this position, and he also concurs <br />that a job description should not be based on personality. His consideration is concerning the <br />timing of the reorganization. <br /> <br />Mayor Gamec noted there will likely be $300,000 in salaries at a minimum added to next year's <br />budget, as well as additional Public Works needs in the City. <br /> <br />Councilmember Jeffrey inquired how the reorganization changes will be funded. <br /> <br />Human Resources Manager Reed replied the additional Tech 4 position in the budget would not <br />be hired at the planned time, and those funds would be used for Mr. Olson's salary increase. The <br />Utility Supervisor salary would come from the Enterprise Fund. Funding for the Senior <br />Engineer salary has not been determined at this time. <br /> <br />Councilmember Elvig noted there would be recoverable billings associated with the Senior <br />Engineer salary. <br /> <br />City Administrator Norman indicated the recommendation for the Senior Engineer salary would <br />be brought forward with the full reorganization study. <br /> <br />Councilmember Elvig inquired how the wage for the reallocation of the Public Works Director <br />position has been determined. <br /> <br />Human Resources Manager Reed replied the salary being suggested was based on the City's <br />internal scale, as well as on the Stanton Book, which surveys cities and counties across the state. <br /> <br /> City Council Work Session / March 7, 2006 <br /> Page 3 of 5 <br /> <br /> <br />
