Voting No: None. 3) Consider Adoption of Public Works and Fire Department Reorganizations Human Resources Manager Reed reviewed that at the March 7, 2006 work session, the Council discussed Springsted's recommendations for reorganizing the Public Works and Fire Departments. The City Council has expressed an interest in adopting Springsted's recommendations. The Council determined to delay the adoption of the reorganization to this meeting, rather than the March 7, 2006 special Council meeting in order to remove the contingency that would have applied to the reorganization. Motion by Councilmember Pearson, seconded by Councilmember Olson, to ratify the recommendation of the Personnel Committee in Case No. 3 to adopt Resolution #06-03-086 adopting the Public Works and Fire Department reorganizations. The reorganizations are as follows: 1. The current Public Works Director/Fire Chief would be made the full-time Fire Chief, with one year's transitional oversight of Public Works operations. During this year, the Fire Chief would assume the responsibility of mentoring someone to fill the future position of Public Works Superintendent. 2. The current Director of Engineering would assume the Public Works Director position, with direct responsibility for Engineering and Public Works operations. 3. The City would move to hire a senior engineer in the next year to provide direct supervision of the engineering function. 4. Create a Utilities Supervisor position to replace the Utilities Lead position. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Pearson, Olson, Cook, Elvig, Jeffrey, and Strommen. Voting No: None. 4) Authorization to Appoint a Public Works Director, Fire Chief and Utilities Supervisor Human Resources Manager Reed explained this case relates to the Public Works and Fire Departments reorganization that was just adopted. Staff and the Personnel Committee recommend that the City Council make the following appointments in order to fully implement Springsted's recommendations: 1. Appoint Brian Olson as the Public Works Director effective March 15, 2006 with a starting hourly wage of $44.28. Mr. Olson's probationary period will be one year and all other personnel policies will apply normally. 2. Appoint Dean Kapler as the full-time regular Fire Chief effective March 15, 2006. Mr. Kapler will also serve as the Superintendent of Public Works operations through March 14, 2007. City Council / March 14, 2006 Page 19 of 25
