Voting No: None. <br /> <br />3) Consider Adoption of Public Works and Fire Department Reorganizations <br /> <br />Human Resources Manager Reed reviewed that at the March 7, 2006 work session, the Council <br />discussed Springsted's recommendations for reorganizing the Public Works and Fire <br />Departments. The City Council has expressed an interest in adopting Springsted's <br />recommendations. The Council determined to delay the adoption of the reorganization to this <br />meeting, rather than the March 7, 2006 special Council meeting in order to remove the <br />contingency that would have applied to the reorganization. <br /> <br />Motion by Councilmember Pearson, seconded by Councilmember Olson, to ratify the <br />recommendation of the Personnel Committee in Case No. 3 to adopt Resolution #06-03-086 <br />adopting the Public Works and Fire Department reorganizations. <br /> <br />The reorganizations are as follows: <br /> 1. The current Public Works Director/Fire Chief would be made the full-time Fire Chief, <br /> with one year's transitional oversight of Public Works operations. During this year, the <br /> Fire Chief would assume the responsibility of mentoring someone to fill the future <br /> position of Public Works Superintendent. <br /> 2. The current Director of Engineering would assume the Public Works Director position, <br /> with direct responsibility for Engineering and Public Works operations. <br /> 3. The City would move to hire a senior engineer in the next year to provide direct <br /> supervision of the engineering function. <br /> 4. Create a Utilities Supervisor position to replace the Utilities Lead position. <br /> <br />Motion carried. Voting No: None. <br /> <br />4) <br /> <br />Authorization to Appoint a Public Works Director, Fire Chief and Utilities <br />Supervisor <br /> <br />Human Resources Manager Reed explained this case relates to the Public Works and Fire <br />Departments reorganization that was just adopted. Staff and the Personnel Committee <br />recommend that the City Council make the following appointments in order to fully implement <br />Springsted's recommendations: <br /> <br />1. Appoint Brian Olson as the Public Works Director effective March 15, 2006 with a <br /> starting hourly wage of $44.28. Mr. Olson's probationary period will be one year and all <br /> other personnel policies will apply normally. <br />2. Appoint Dean Kapler as the full-time regular Fire Chief effective March 15, 2006.
