3. Appoint John Nelson as Utilities Supervisor effective March 15, 2006 at an hourly wage <br /> of $24.80. Mr. Nelson's probationary period will be six months and all other personnel <br /> policies will apply normally. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to ratify the <br />recommendation of the Personnel Committee in Case No. 4 to adopt Resolution #06-03-087 <br />appointing a Public Works Director, Fire Chief and Utilities Supervisor. <br /> <br />Further discussion: Mayor Gamec inquired if there are any publishing problems associated with <br />these appointments. Human Resources manager Reed responded in the negative. She explained <br />this is a re-organization, which is the right of management. Mayor Gamec indicated he <br />discussed his concerns with City Administrator Norman. It is time to make this move, and it is <br />likely that they will set some guidelines and goals to be accomplished. He thinks they are on the <br />right move in a lot of areas. Councilmember Elvlg thanked Chief Kapler for his willingness to <br />work with the City during this transition. He stated Mr. Kapler has done a fabulous job of <br />putting this City in shape; most important is his willingness to step into the Superintendent of <br />Public Works for another year during this <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />City Administrator Norman indicated Chief Kapler had to leave the meeting. He congratulated <br />Brian Olson for his appointment to the position of Public Works Director. <br /> <br />Case #12: Report from Public Works Committee <br /> <br />1) Repair of Pump for Well #3 <br /> <br />Assistant Public Works Director Olson advised there was pump damage to Well No. 3 that <br />required repair. The recommendation for the repair was ratified at the last Council meeting in <br />order to move the process forward as quickly as possible. No action is needed on this item. <br /> <br />Councilmember Cook commended staff for catching the problems with this well so it was able to <br />be repaired before it is needed for summer water use. <br /> <br />Assistant Public Works Director Olson indicated the cost of repair will not be nearly the $19,000 <br />estimate, as only a few shafts will need to be repaired. <br /> <br />Councilmember Elvig inquired if anything about this well is an anomaly that led to the need for <br />this repair. <br /> <br />Assistant Public Works Director Olson responded in the negative. He explained these wells <br />pump a lot of water, and staff has learned they should be pulled frequently with more <br />preventative maintenance performed. He noted if this repair would have been needed in the <br />middle of the summer it would have resulted in an entirely different emergency situation. <br /> <br />City Council / March 14, 2006 <br />Page 20 of 25 <br /> <br /> <br />
