Assistant Public Works Director Olson replied the types of accidents that occur at the
intersection would have to be correctible by the installation of the traffic measure in order to
meet warrants.

Mayor Gamec suggested some type of traffic measure, such as a line, to keep cars from moving
out too far into traffic at the golf course access to the highway.

2) Discuss comments from the 2006 Street Maintenance Projects Public Hearing held
on January 24, 2006

Assistant Public Works Director Olson reviewed that at the January 24, 2006 Street Maintenance
Project public hearing, a gentleman from Kangaroo Street in Oak Ridge Estates objected to the
project and asked questions about what would happen if the residents were to opt out of the
program. At the conclusion of the meeting one of the residents requested a letter that would
identify what the City's position would be if the residents opted out of the project, and the
standing on allowing them back into the program in the future. The consensus of the Committee
was to direct staff to draft a letter stating residents that opt out of the Street Maintenance
Program will be assessed at 100% of road maintenance costs. After the 100% is paid the
residents could approach the City to opt back into the program on the regular road rotation. Mr.
Olson indicated the letter was not written that the City Council adopted that policy, but that it
was the direction from the Public Works Committee.

Motion by Councilmember Cook, seconded by Councilmember Olson, to ratify the
recommendation of the Public Works Committee in Committee/Staff Input and to direct staff to
draft a letter stating residents that opt out of the Street Maintenance Program will be assessed at
100% of road maintenance costs. After the 100% is paid the residents could approach the City to
opt back into the program on the regular road rotation.

Motion carded.
