Councilmember Strommen asked if the easements will be placed on individual lots or held in <br />common by a homeowners association. <br /> <br />Parks/Utilities Supervisor Riverblood replied the easement will extend into any subdivision of <br />parcels with an easement. It would be the Council's determination of whether the easements <br />would be a common area. <br /> <br />Assistant Public Works Director Olson explained the lots will extend into the easement; there <br />will be an easement restriction on each title. <br /> <br />Councilmember Elvig noted the area where the trail is planned will provide the ability for the <br />City to monitor the easement restrictions. <br /> <br />Councilmember Cook commended Parks/Utilities Supervisor Riverblood for his efforts on this <br />project. He stated this has been a long time goal of the Park and Recreation Department, and the <br />efforts have really paid off. <br /> <br />Parks/Utilities Supervisor Riverblood noted if the City's goals are doubled it may position the <br />City to seek another grant. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Cook, to approve the acquisition <br />of land for conservation and/or conservation and trail purposes known as the; Harstad, National <br />Growth, Inc., and Brookfield properties - utilizing LCMR funds, and subject to all applicable <br />laws and approval by both the City Attorney and Administrator. <br /> <br />Further discussion: Mayor Gamec noted this easement is in the area that Representative <br />Tinglestad helped with. Councilmember Elvig requested staff to report the good news to <br />Representative Tinglestad. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Cook, Jeffrey, Olson, <br />Pearson, and Strommen. Voting No: None. <br /> <br />Case #4: <br /> <br />Request for Final Plat Approval of Brookfield First Addition; Case or <br />Oakwood Land Development <br /> <br />Mayor Gamec noted this final plat will be contingent on the vacation of the easement in the <br />proposed plat of Brookfield First Addition, which had the public hearing tabled in Case No. 1. <br /> <br />Community Development Director Trudgeon advised Oakwood Land Development has applied <br />for final plat approval to develop 49 urban single-family residential lots as the first phase of <br />Brookfield Addition. The final plat complies with the approved preliminary plat in terms of lot <br />standards, as outlined in the City Staff Review Letter. Mr. Trudgeon explained the applicant has <br />applied for and received a Comprehensive Plan Amendment for the subject property, making it <br />eligible for connection to municipal sewer and water. An Environmental Assessment Worksheet <br />(EAW) was completed for the project during preliminary plat review.
