Metropolitan Area Management As/oclatior <br /> <br />I of tho Twin City Area <br /> <br />I <br />I <br />I <br /> <br /> REQUEST FOR BID PROPOSAL <br /> FROM THE <br /> <br />METROPOLITAN AREA MANAGEMENT ASSOCIATION <br /> (MAMA) <br /> <br />I <br />I <br /> <br />PROJECT: <br /> <br />Development and implementation of a compensation study <br />to be conducted on a multi-employer basis for the <br />purpose of complying with the Minnesota "Comparable <br />Worth Act," M.S. 471.991 through M.S. 471.999, copy <br />herein included. <br /> <br />I <br />I <br />I <br />! <br />I <br />I <br />I <br />I <br /> <br />BACKGROUND: <br /> <br />Minnesota's "Comparable Worth Act" requires that cities <br />and other political subdivisions establish equitable <br />compensation relationships on the basis of "comparable <br />work value." Sec. 3 (471.993) requires that an <br />Employer's compensation structure must provide for <br />"reasonable relationships" between positions within the <br />organization on the basis of "skill, effort, <br />responsibility and working conditions" and for <br />"reasonable relationships" between compensation for the <br />Employer's positions and compensation for "similar <br />positions" of other Employers. Sec. 4 (471.994) <br />requires Employers to use a job evaluation system in <br />order to determine "comparable work value." <br /> <br />Since the early 1970's approximately forty (40) Twin <br />City metropolitan area suburban cities ranging in <br />population from 5,000 to 82,000 have been engaged in <br />multi-employer joint bargaining or coordinated <br />bargaining efforts with unions representing public <br />works and public safety bargaining units. It is the <br />intent of these cities to continue their cooperative <br />efforts in compensation, both in collective bargaining <br />and in setting salaries unilaterally where no exclusive <br />representative of employees exists. <br /> <br />-1- <br /> <br /> <br />
