REQUEST FOR BID <br />pROPOSAL - MAMA <br />PAGE TWO <br /> <br />COMPENSATION: <br />STUDY : <br />OBJECTIVES : <br /> <br />Broadly stated, <br />as follows: <br /> <br />the compensation study objectives are <br /> <br />1. To provide for a multi-employer joint effort for 55 <br /> cities ran~ing in population size from 5r000 to <br /> 82~000 in complying with the "Comparable Worth Act" <br /> in order to; provide for relative consistency of <br /> results, preserve the cohesiveness of already <br /> existing joint and coordinated collective <br /> bargaining and ensure cost containment consistent <br /> with existing budget and financial constraints. <br /> <br />2. To provide for a high level of involvement of the <br /> MAMA Labor Relations Committee and of individual <br /> cities in the development and implementation of <br /> total compensation systems which will provide for <br /> general consistency, yet allow for variance based <br /> on relevant factors, including but not limited to: <br /> size, job variance, ability to pay and <br /> socio-economic considerations. <br /> <br /> 3. To provide for maximum self-sufficiency and minimal <br /> future consultant assistance in the maintenance of <br /> the compensation systems developed and implemented. <br /> <br /> 4. To provide for the development and/or <br /> implementation of a job evaluation system which <br /> meets statutory requirements, is nondiscriminatory <br /> and which can be applied to all jobs within the <br /> Employer organization. <br /> <br /> 5. To develop accurate, up-to-date job descriptions <br /> sufficiently comprehensive to provide an adequate, <br /> credible basis for job evaluation and external <br /> survey comparisons. <br /> <br /> 6. To survey and analyze public, and private sector <br /> wage, salary and fringe benefit data as a means of <br /> assessing external comparability for 25 benchmark <br /> ~obs and of considering compliance with the law on <br /> the basis of total compensation (i.e., the value of <br /> wages, salaries and major fringe benefit items in <br /> the compensation package). Such survey to utilize <br /> available public sector data (DCA Stanton annual <br /> report and other possible sources) and to develop <br /> private sector data from several independent <br /> sources, <br /> <br /> <br />
